Tender for Exclusive Advertisement Rights at CIAL
Cochin International Airport Limited (CIAL), the first Greenfield airport in India under the public private partnership model is one of the fastest growing airports in India. CIAL having the 3rd largest International passenger traffic in India has handled almost 10 million passenger movements in 2019-20 and approximately 9 million passengers in 2022-23. CIAL has been able to provide the best operational equipment, facilities and infrastructure to both airlines and passengers.
Tender process
CIAL intends to select one advertising agency for exclusive airport advertising through a competitive bidding process. The selected agency shall have the exclusive rights to design, procure/manufacture, install, manage, operate, market and sell advertising opportunities at Cochin International Airport subject to the terms and conditions specified in this tender document.
The Tender process involves 3 stages as follows: -
In stage 1 – Pre-qualification applications will be invited from eligible agencies
In stage 2 – Pre-Qualified agencies will be invited to make a presentation to the CIAL Committee on their requirements and additional locations including use of electronic and advanced technology applications in advertising, modern trends in advertising, type of advertisement infrastructure, etc. The Committee shall approve or reject their proposals and issue a final document of approved locations.
In stage 3 – Tender document will be issued to Pre-qualified agencies and financial evaluation carried out as per the terms of the Tender document.

CIAL has existing approved advertisement sites which the bidders can consider. While this gives a general guidance to the bidder on the number of sites, the bidder is free to consider less number of advertising sites or propose new advertising sites or a different concept or media of advertisement so as that the total advertisement site number remains within the approved numbers. The advertising sites proposed by the bidder will be scrutinized by CIAL in the technical presentation/evaluation and the advertising sites will be finalized in the Location Finalization Statement.
Eligibility Criteria
Eligibility criteria for pre- qualification is as follows;
(a) Agencies who have experience in advertising at any airport with at least 5 million passenger movements in any one of the last 10 years.
And
(b) Parties should have a minimum Annual Turnover of Rs.25 crores in any one of the immediately preceding Five years. Here annual Turnover means turnover from Out of Home Advertisement business.
And
(c) Should have received solvency certificate for Rs 10 Crores from its principal bankers after March 2023.
International companies also will be permitted to participate in the tender and the agreement will be entered into with their Indian subsidiary as per laws of India. Experience of the International holding company shall be accepted.
List of Documents to be submitted for Pre-Qualification
· Basic Details of the Bidder including their profile and list of Airports where the bidder have advertisement rights.
· PAN Card copy
· GST registration copy
· Copy of relevant Firm/Company/Incorporation certificates
· The last 5-year audited financial statements.
· Certificate from Auditor of the bidder confirming 25 Crores Turnover from Out of Home Advertising business.
· Experience Certificates from Airports to prove bidders experience in Advertisement rights with at least 5 million passenger movements.
· Solvency certificate for Rs 10 Crores from its principal bankers
· Attested copy of Letter of Authorization/Power of Attorney for the person signing and submitting the documents on behalf of the Bidder.
Last date submission of sealed Pre – Qualification document will be 24th April 2023 up to 1700 Hrs. Pre-Qualification document addressed to the Managing Director of CIAL should be submitted to the Office of General Manager (Commercial). Document should have the address of the bidder clearly written / typed on the cover.
