TENDER NOTICE
E-Tenders are invited on behalf of Cochin International Airport Limited for the Deployment of Manpower for Operation and Maintenance of Vehicles and Equipment under the Technical Services Department at Cochin International Airport.
The scope of this tender is to engage a qualified and experienced agency for deployment of suitably qualified and experienced manpower for the operation, routine maintenance and associated support of vehicles and selected equipment under the Technical Services Department of Cochin International Airport Limited (CIAL).
The deployed manpower shall carry out, as applicable, operation and driving of vehicles/equipment, routine and preventive maintenance, minor mechanical and electrical repairs, breakdown assistance, tyre and battery-related works, wheel alignment and wheel balancing using facilities made available by CIAL, vehicle washing and cleaning, maintenance of records, and upkeep of the immediate workshop/work areas.
The manpower shall also attend urgent operational and maintenance requirements during their scheduled duty period and shall support movement, testing, functional checking and other activities associated with the vehicles/equipment covered under the contract. Personnel deployed for airside duties shall comply with applicable CIAL airside driving, safety and security requirements.

PREQUALIFICATION CRITERIA
- The bidder must be a legally registered entity in India (Proprietorship, Partnership, LLP, Private Limited, or Public Limited Company). The bidder shall possess valid PAN, GST Registration along with any other statutory registrations/licences applicable to the nature of the work.
- The bidder shall possess valid EPF and ESI registrations.
Copies of the respective registration certificates or proof of the latest remittance of EPF and ESI contributions shall be submitted along with the bid.
OR
In case the bidder does not possess EPF and/or ESI registration at the time of bid submission, the bidder shall submit an undertaking confirming that the required registration(s) will be obtained and submitted to CIAL before submission of the first running bill.
Payment against the first bill shall be released only upon submission of valid EPF and ESI registration certificates, as applicable.
- The bidder should have successfully completed similar work during the last five FY years ending on the last date of submission of the tender.
For the purpose of qualification, the bidder shall satisfy any one of the following experience criteria:
a) One similar completed work having a monthly work value not less than Rs 4,00,000 excluding GST
b) Two similar completed works, each having a monthly work value not less than Rs 3,00,000 excluding GST
c) Three similar completed works, each having a monthly work value not less than Rs 2,00,000 excluding GST
Similar work shall mean Annual Maintenance Contract (AMC) or Service contract for maintenance of heavy motor vehicles and/or specialized vehicles using technically qualified manpower for Government Departments, Public Sector Undertakings (PSUs), Airports, Defense establishments, or reputed private organizations acceptable to CIAL.
The bidder shall submit documentary evidence in support of the above experience, such as:
- Work orders / Agreements
- Supporting documents to prove that the work value mentioned above has been achieved in single month during the contract period.
- Completion certificates or performance certificates issued by the client
- Details of the client organization including contact person, designation, and contact details for verification by CIAL.
CIAL reserves the right to verify the submitted credentials from the respective client organizations.
- The bidder must have a minimum annual turnover of INR 45 lakhs during any of the preceding last three financial years FY 25-26 FY 24-25, FY23-24, (audited financial statements to be provided).
- BCAS Security Clearance
The bidder shall possess a valid BCAS Security Clearance.
- Copy of valid BCAS Security Clearance Certificate.
- The bidder must not have been blacklisted, debarred, or banned by any Government agency, PSU, or Airport authority in India.
A self-declaration must be submitted confirming that the bidder is not currently involved in any litigation or dispute that may affect their ability to perform the contract.
Note: -
- All pre-qualification criteria should be met by the original bidder itself and not through any partner, joint venture, principal, subsidiary etc.
- Not more than one tender shall be submitted by a Contractor or by firm of Contractors.
- No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.
- CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
- CIAL reserves the right to request short fall documents to be submitted by the bidder during the bid evaluation.
- The responsibility for resolving any disputes shall rest with the original bidder itself.
