COCHIN INTERNATIONAL AIRPORT LIMITED

TENDER NOTICE

Sealed tenders are invited from experienced agencies on behalf of Cochin International Airport Ltd for the operation of 10 Nos. of Bridge-Mounted Equipment, comprising Bridge-Mounted Ground Power Units and Pre-Conditioned Air Units, installed at Apron-2 of Terminal 3, Cochin International Airport.

Period of Contract:  03 years.

 

PREQUALIFICATION CRITERIA

1. The bidder shall have successfully executed similar works, such as BME operation, aerobridge operation, ground handling (GH) equipment operation/maintenance, airside equipment maintenance, etc., at any Indian airport, public sector undertaking or large private-sector organisation, meeting any one of the following criteria:

1. Under a single contract having a monthly contract value of not less than Rs. 4,00,000/- (Rupees Four Lakhs Only); or
2. Under two separate contracts, each having a monthly contract value of not less than Rs. 3,00,000/- (Rupees Three Lakhs Only); or
3. Under three separate contracts, each having a monthly contract value of not less than Rs. 2,00,000/- (Rupees Two Lakhs Only).

The above contract values shall be exclusive of applicable taxes.

The similar work such as BME operation, Aerobridge operation, ground handling (GH) equipment operation/maintenance, airside equipment maintenance, etc. shall have been executed during any of the last five years preceding the date of submission of the bid. 

The bidder shall submit a Satisfactory Completion Certificate issued by the client as documentary evidence of successful execution of the work. The commencement date of the contract shall be after 31st March 2020.

2. The bidder shall have achieved an annual turnover of not less than Rs. 40 lakhs (Rupees Forty Lakhs only) during any one of the last five financial years, i.e., 2021-22, 2022-23, 2023-24, 2024-25 or 2025-26.

The bidder shall submit audited financial statements for all the above five financial years as documentary evidence of the financial performance and turnover of the bidder.

3. Tenderers who participated in the earlier tender for the SITC of Bridge-Mounted Ground Power Units and Pre-Conditioned Air Units for Parking Stands at Apron-2 of CIAL (CIAL Tender No. CIAL/ELE/401) shall not be eligible to participate in the present tender, except for the L-1 tenderer of the said earlier tender.
4. Any Ground Handling Agency currently operating, engaged, or providing ground handling services at Cochin International Airport Limited (CIAL), either directly or through any arrangement with an airline/operator, shall not be eligible to participate in this tender.
5. Manufacturers/Suppliers/Authorised dealers of Bridge-Mounted Ground Power Units and Pre-Conditioned Air Units, other than M/s Dabico Airport Solutions India Pvt. Ltd., shall not be eligible to participate in this tender.
6. Provident Fund (PF) Registration: The bidder shall possess a valid Provident Fund (PF) registration and shall submit a copy of the PF Registration Certificate along with the bid. In case the bidder does not possess PF registration at the time of submission of the Pre-Qualification (PQ) documents, the bidder shall obtain the same and submit the registration certificate before the release of the first monthly payment, if the contract is awarded. Payment against the first bill shall be released only upon submission of valid PF certificate, as applicable.
7. Employees’ State Insurance (ESI) Registration: The bidder shall possess a valid Employees’ State Insurance (ESI) registration and shall submit a copy of the ESI Registration Certificate along with the bid. In case the bidder does not possess ESI registration at the time of submission of the Pre-Qualification (PQ) documents, the bidder shall obtain the same and submit the registration certificate before the release of the first monthly payment, if the contract is awarded. Payment against the first bill shall be released only upon submission of valid ESI registration certificate, as applicable.
8. BCAS Security Clearance: The bidder shall possess a valid BCAS Security Clearance as applicable for undertaking the work at the airport. Documentary evidence of the valid BCAS Security Clearance shall be submitted along with the bid.
1. The bidder must not have been blacklisted, debarred, or banned by any Government agency, PSU, or Airport authority in India.
10. A self-declaration must be submitted confirming that the bidder is not currently involved in any litigation or dispute that may affect their ability to perform the contract.

Note: -

1. Not more than one tender shall be submitted by a contractor or by firm of contractors.
2. No two or more concerns in which an individual is interested as Proprietor and/or Partner shall tender for the execution of the same works.  If they do so all such tenders shall be liable to be rejected.
3. All pre-qualification criteria should be met by the original bidder itself and not through any partner, joint venture, principal, subsidiary etc.
4. CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
5. CIAL reserves the right to request the submission of any shortfall documents from the bidder during the bid evaluation processevaluation.
6. The responsibility for resolving any disputes shall rest with the original bidder itself.
7. CIAL reserves the right to verify the submitted credentials from the respective client organizations.

Interested agencies shall submit their applications, along with the pre-qualification documents and all necessary supporting documents specified in the eligibility criteria, to the Office of the Managing Director, Cochin International Airport Limited, Kochi Airport P.O., Ernakulam, Kerala – 683 111. The application shall be submitted in a sealed envelope, superscribed with “EOI – Operation of BME at Cochin International Airport”.

Tender documents shall be issued only to those agencies found eligible upon scrutiny of their applications and supporting documents. The cost of the tender documents may be remitted in cash, by Demand Draft, or through electronic fund transfer in favour of Cochin International Airport Limited, payable at Ernakulam.

CIAL reserves the right to modify the qualifying criteria at its discretion and to accept or reject any or all applications or tenders without assigning any reason whatsoever.
