TENDER NOTICE
Cochin International Airport Limited (CIAL) invites sealed Tenders for maintenance of Fire Extinguishers which includes inspection, Monthly maintenance, updating of barcodes, installation, replacement of defective parts, refilling of all types of fire extinguishers, Hydraulic pressure testing and allied works for all types of fire extinguishers installed at various locations/buildings of Cochin International Airport (CIAL) including outstations.
Name of work: Annual maintenance Contract for the maintenance of Fire Extinguishers installed at Cochin international Airport Ltd
Number of Extinguishers: Approximately 2400 Nos (Various Types)
Contract Period: Three (03) Years
PRE - QUALIFICATION CRITERIA
- PF & ESI Registration – Mandatory
The tenderer should have valid PF and ESI Registration. If the same is not available at present, the tenderer shall obtain PF and ESI Registration within 90 days from the date of award of the contract. In such cases, a declaration to this effect on the letterhead of the tenderer shall be submitted along with the application for pre-qualification.
Failure to obtain the PF and ESI Registration within 90 days from the date of award of the contract shall result in termination of the AMC contract, and the Security Deposit and monthly bill amount, as applicable, shall be liable to be forfeited.
No payment shall be released without submission of documents evidencing PF and ESI remittance in respect of the employees deployed at CIAL for the AMC work.
- BCAS Clearance – Mandatory
The tenderer must have valid BCAS clearance for obtaining entry passes for the technicians deployed at CIAL. If the required clearance is not already available, the same shall be obtained within 30 days from the date of issue of the Purchase Order.
Failure to obtain the required BCAS clearance within 60 days from the date of issue of the Purchase Order may result in termination of the contract.
- Experience / Turnover or Authorized Service Partnership – Either of the following two alternatives is mandatory

The tenderer shall qualify under either Alternative I or Alternative II given below:
Alternative I – Experience and Financial Eligibility
The tenderer shall satisfy all the following three conditions:
- The tenderer should have at least two (02) years' experience in the maintenance of fire extinguishers in large organizations, preferably in State/Central Government Organizations, Public Sector Undertakings, Semi-Government Organizations, Multi-National Companies, etc. The tenderer shall submit experience certificates issued by the organization(s)/firm(s) for which such maintenance work was carried out.
- The tenderer should have executed a work order for maintenance of a minimum of 750 (Seven Hundred and Fifty) fire extinguishers per year under a single contract. The tenderer shall submit satisfactory completion/performance certificates from the client(s) as proof of such experience. The certificate(s) shall clearly indicate the number of fire extinguishers maintained under the respective contract(s).
- The tenderer should have an annual turnover of at least Rs. 25,00,000/- (Rupees Twenty-Five Lakhs Only) in any one of the three preceding financial years, i.e., 2023-2024, 2024-2025 or 2025-2026. The audited Balance Sheet and Profit & Loss Account, duly bearing a valid Unique Document Identification Number (UDIN), shall be submitted as proof of financial performance.

Alternative II – Authorized Service Partner
The tenderer shall be an authorized service partner of a CIAL-approved fire extinguisher brand, such as Ceasefire, Minimax, Ansul and Kidde. The tenderer shall submit a valid authorization/service partnership certificate issued by the respective manufacturer/brand as proof.
Note: Criteria (a) and (b) are mandatory for all tenderers. Under criterion (c), the tenderer shall qualify under either Alternative I or Alternative II. If the tenderer opts for Alternative I, all three conditions specified under Alternative I shall be satisfied.

Interested agencies shall have to submit their application forms along with necessary prequalification documents mentioned in the eligibility criteria in the office of the Managing Director, Cochin International Airport Ltd, Kochi Airport P O, Pin-683111, on or before the date mentioned above.
Tender forms shall be issued to those agencies which are found eligible after the scrutiny of their application and receipt of tender fee. CIAL reserves the right to change the qualifying criteria at their discretion and to accept or reject the tenders without assigning any reason thereof. The tenders which are not accompanied by the EMD shall be summarily rejected.
