1. Cochin International Airport Limited (CIAL) is one of the most successful infrastructure ventures in the Civil Aviation History of India.  In the Civil Aviation Infrastructure domain, CIAL is the first Greenfield Airport in India to be designed on a Public Private Partnership (PPP) model and it has been a successful venture. Cochin International Airport has the 5th largest International and 8th largest Domestic passenger traffic in India.

 

2. Tenders are invited on behalf of the Cochin International Airport Limited (CIAL) for setting up & Operation of F & B Vending Machine at the cityside area of Cochin International Airport Ltd, Nedumbassery, Ernakulam District Kerala.

 

3. The license is a fixed licence fee contract and the bidders shall quote for maximum monthly licence fee payable per location to CIAL in the bid form.

 

4. The scope of license is setting up & Operation of F & B Vending Machine at the cityside area for selling Packed F & B retail items like Chips, Lays, biscuits, water, Soft drinks, chocolates etc at the cityside area of Cochin International Airport.”

 

5. Bare space measuring around 1 square meters will be given at the location. No Water connection will be provided for the vending machine and the licensee shall plan accordingly. Electricity point shall be provided and the licensee shall pay for units consumed and shall install electricity meter in coordination with the Electrical department.

 

6. This is not a license for selling Snack Items and only Food and beverage items in the nature of Retail products can be sold from the vending machines

 

7.  The tenure of License will be for a period of 3 years.

 

8. Total 5 nos. T3 Arrival cityside (1 no), T3 departure cityside ( 2 nos), Domestic Metro bus waiting area (1 no) and Domestic Arrival car park area (1no)

 

9. Bidder can bid for one or more outlets. Each location is independent and license will be awarded to the bidders who quote highest license fee for each location.

 

10. Eligibility criteria:- Agencies having at least one year’s experience in Setting up & operating a vending machine shall be eligible to participate in this tender. The agency must have GST registration and PAN number.

 

11. The tender documents shall be issued to interested agencies from the office of Dy. General Manager (Commercial) on payment of Rs.1180/-, towards cost of Tender Documents in cash/bank transfer or by Demand Draft favouring CIAL payable at Ernakulam / Nedumbassery on or before 25^th June 2026. 

 

12. The bidder shall not submit more than one tender.  Tender documents are not transferable.

 

13. The tender shall be accompanied by an Earnest Money Deposit (EMD) of Rs.100000/- (Rupees One Lakh only), in the form of Demand Draft favoring “Cochin International Airport Limited” payable at Ernakulam/ Nedumbassery.  The tenders without Earnest Money Deposit shall be summarily rejected.

 

14. The minimum bid amount is Rs.15,000/- (Fifteen Thousand only) per machine and the bidders shall quote in excess of this. GST shall be paid extra. Any bid below Rs.15000/- will be deemed invalid and EMD will be forfeited in favour of CIAL. 10% escalation in the quoted license fee will be applicable for every successful year of operations

 

15. Interest Free Security Deposit: In the event of making provisional allotment, the successful bidder shall deposit with CIAL, an amount equivalent to 10 times the monthly License fee quoted as interest free security deposit in the form of Demand Draft favouring “Cochin International Airport Limited”, payable at Ernakulam for the faithful performance of the terms and conditions of the License agreement to be entered into with CIAL. The interest free security deposit (as mentioned above), shall be remitted within 15 days from the date of provisional allotment.
