1. Cochin International Airport Limited (CIAL) is one of the most successful infrastructure ventures in the Civil Aviation History of India.  In the Civil Aviation Infrastructure domain, CIAL is the first Greenfield Airport in India to be designed on a Public Private Partnership (PPP) model and it has been a successful venture. Cochin International Airport has the 4th largest International passenger traffic in India.

 

2.  Cochin International Airport has its International Terminal (T3) spread across 15 Lakhs Sft and its Domestic terminal (T1) with an area of over 6 lakh square feet to meet its ever growing passenger growth. The total passenger movements for the year 2025-26 was over 11 million.

 

3. CIAL invites tenders from agencies who are into Hospitality sector, Health Sector and reputed Travel/tour Operator for operating their Facilitation counters in the Arrival Visitors Area of the Domestic Terminal [T1].

 

4. Scope of licence is limited to facilitation of their arriving guests. The successful bidder should give only their hospitality/ travel facilitation activity from the counter. No third party facilitation activity will be permitted from the allotted space. No other activity of any sort will be permitted from the counters.

 

5. The tenure of Licence will be for 3 (Three) years.

 

6. The counters are situated at the Arrival Visitors Area of the Domestic Terminal of CIAL

7. ELIGIBILITY CRITERIA: Tender may be submitted by the Bidder, provided the bidder meets the following eligibility criteria:

 

1. Hotel/Resorts of at least 3 star category and above

                                               or

2. Agencies operating in Airport & Health Sector and reputed Travel/tour Operator with minimum 2 years of experience with a turnover of at least 2 crores per annum in any of the last 3 financial years.

 

8. The tender shall be accompanied by an Earnest Money Deposit (EMD) of Rs.1,00,000/- (Rupees One lakh only), in the form of Demand Draft favouring “Cochin International Airport Limited” payable at Ernakulam/ Nedumbassery.  The tenders without Earnest Money Deposit shall be summarily rejected.

 

9. The tender document will be issued on payment of Rs 1180/-(non refundable) by bank transfer/ demand draft favoring Cochin international Airport Ltd, Payable at Ernakulam on any working day between 0930 hours to 1600 hours (IST) up to 1^st  June 2026 from the commercial department of Cochin International Airport.

 

10. The Licence will be allotted to the bidder who quotes the highest monthly Licence fee payable to CIAL. The minimum bid amount for the monthly license fee is fixed by CIAL is Rs.40,000/-.The bidders has to bid an amount equal or above the minimum bid amount to qualify for the bid in respective space.

 

11. The highest bidder can choose their desired space from the available counters followed by H2, H3 and H4.

 

12.  In the event of making provisional allotment, the successful bidder shall deposit with CIAL, an amount equivalent to ten times the monthly licence fee quoted for the first year as interest free security deposit per facilitation counter for the faithful performance of the terms and conditions of the Licence agreement to be entered into with CIAL.

 

13. Successful bidder operating in the arrival area needs to obtain a clearance from BCAS for operating inside the terminal. Online application for clearance has to be submitted in portal: esahaj.gov.in. Successful bidder can commence their operations only after obtaining BCAS clearance.

 

Tender must be submitted to CIAL in accordance with this document and addressed to The Managing Director, Cochin International Airport Limited, Kochi Airport PO, Ernakulam, Kerala State, not later than 1500 hours IST of 02nd June 2026
