Eligibility Criteria

 

1.

The bidder should be a reputed Original Equipment Manufacturer (OEM) of DFMD or Authorized Indian representative of the manufacturer (OEM), who is having authorization certificate from the OEM to participate in the tender at CIAL. 

(Documents to be submitted: Company Profile of bidder & OEM and Consent certificate from OEM to participate in the subject tender if the bidder is an Authorized Indian representative of the OEM)

The bidder should have executed Supply, Installation, Testing and Commissioning of Door Frame Metal Detectors (DFMD), in any of the International Airports having minimum 8 million passenger traffic per annum, during the preceding 8 (Eight) years, meeting any of the following criteria (I), (II) and (III): (with same OEM if the bidder is an authorized representative of OEM):

  1. (a) One work order of value not less than Rs.82 Lakhs OR

    (b) One work order for SITC of minimum 16 nos. Door Frame Metal      Detectors (DFMD)

  1. (a) Two work orders each of value not less than Rs. 51 Lakhs OR

(b) Two work orders each for SITC of minimum 10 nos. Door Frame Metal Detectors (DFMD)           

  1. (a) Three work orders each of value not less than Rs. 41 Lakhs OR

                 (b) Three work orders for SITC of minimum 8 nos. Door Frame Metal   Detectors (DFMD

(Documents to be submitted: Copy of Purchase Orders and Satisfactory work completion certificates from the competent authority of the Airport client/s for “Supply, Installation, Testing and Commissioning of Door Frame Metal Detectors (DFMD)”, mentioning the following:

* Purchase Order number and date,

*Value of contract/Quantity of equipments, meeting the criteria specified above

* Nature of work & Quality of work executed,

* Period of execution and work completion date

Details of the competent authority of the Airport client issuing the Satisfactory work completion certificate (contact Phone no., e-mail ID, Official address etc.) should be submitted.)

The bidder should have a minimum annual turnover of Rs.2 Crores in any of the last 4 financial years.

(Documents to be submitted: Audited Financial Statements viz; Balance Sheet, Profit & Loss Account and Schedules annexed thereto of any of the last four financial years 2021-22, 2022-23, 2023-24, 2024-25, meeting above criteria. All Audited Financial Statements must have Unique Document Identification Number (UDIN) affixed by Chartered Accountant; in case the audited Financial Statements do not have UDIN affixed, CA Certificate with UDIN certifying the Turnover of the Company needs to be attached. If any of the firms (i.e. bidder or OEM) is not based in India, then the audited financial documents submitted as per criteria mentioned above which are not having UDIN affixed must be authentic and verifiable)

The quoted make and model of Door Frame Metal Detectors (DFMD) supplied by the bidder should be in satisfactory operation at any of the International Airports for a minimum period of 1 year.

(Documents to be submitted: Satisfactory Performance Certificate/s for the DFMD supplied by the bidder and copy of Work Order for Annual maintenance contract (AMC) for the supplied DFMD. Above mentioned documentary proof shall be submitted from the competent authority of the Airport client/s, in terms of the equipment’s performance and maintenance service support of the bidder.

The Satisfactory Performance Certificate shall be dated not more than 3 months from the date of release of this Tender. In case the quoted model of the equipment is currently in use at the Cochin International Airport, then Satisfactory Performance Certificate need not be submitted.

The Bidder should comply with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 issued by the Public Procurement Division, Department of Expenditure, Ministry of Finance.

(Documents to be submitted: bidder shall submit an undertaking with respect to compliance to the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 at the time of submission of bid. In case above mentioned government order is applicable to the bidder, valid registration certificate shall be submitted along with the Technical Bid.)

6.

The bidder/manufacturer (OEM) should have own/authorized service center in India to ensure smooth implementation and onsite maintenance service for the quoted model of DFMD.

(Document to be submitted: If bidder is an OEM: Undertaking from the OEM certifying that it has own sales and service centre in India, mentioning the complete Address, Contact number and Certificate of Incorporation/ GST Registration certificate issued by GSTN authorities / PAN Card

 

If bidder is an authorized representative of the manufacturer:  Certificate from OEM authorizing the bidder for Sales and Service in India, mentioning complete address of the Service centre, Contact number and Certificate of Incorporation/ GST Registration certificate issued by GSTN authorities / PAN Card)

7.

Undertaking from the manufacturer (OEM) that the equipment shall meet all the latest specifications and guidelines laid down by Bureau of Civil Aviation Security (BCAS), Government of India and NIJ 0601.02 standard for the quoted equipment i.e. Door Frame Metal Detectors (DFMD).

(Documents to be submitted: Undertaking from OEM confirming that quoted equipments are fully compliant with all the latest specifications and guidelines laid down by the Bureau of Civil Aviation Security (BCAS) and NIJ 0601.02 standard for Door Frame Metal Detectors (DFMD))

8.

The bidder should not have been blacklisted either by CIAL or any of the reputed organizations. 

(Documents to be submitted: Self-declaration by the bidder. If the bidder has already supplied any equipment to CIAL, certificate from the competent authority of CIAL regarding satisfactory service support of the bidder should be submitted. )

Note:

        a. All pre-qualification criteria should be met by the original bidder and not through any partner, joint venture, consortium etc.

         b. Not more than one tender shall be submitted by a contractor or by firm of contractors.

        c.  No two or more concerns in which an individual is interested as proprietor and /or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.

 

Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders not accompanied by EMD shall be summarily rejected.
