Notice Inviting Tender

COCHIN INTERNATIONAL AIRPORT

E-tenders are invited from reputed Consultancy firms with a proven track record in providing high quality professional services to an airport for the work mentioned below at Cochin International Airport, Nedumbassery.

Name of Work: Appointment of Consultant For Upgradation  Of Integrated Airport Management System At Cochin International Airport

Brief scope of work: The selected Consultant shall be responsible for providing end-to-end consultancy services for the revamp and optimization of the Integrated Airport Management System (IAMS) and associated SAP landscape at Cochin International Airport Limited (CIAL). The scope of responsibilities shall include, but not be limited to, the following:

  1. Preparation of RFP and Cost Estimates
    • Preparation of a comprehensive Request for Proposal (RFP) for the revamp of the Integrated Airport Management System (IAMS), including detailed technical, functional, contractual, legal and commercial requirements.
    • Preparation of detailed cost estimates, project timelines, evaluation criteria, and implementation milestones.
  2. SAP License Optimization and BOM Finalization
    • Review and optimization of the Bill of Materials (BOM) for SAP licenses based on CIAL’s current and future operational requirements.
  3. Cost Analysis and Recommendations
    • Detailed analysis of SAP licensing costs, Implementation, AMC cost and recommendations on the most cost-effective licensing strategy.
    • Evaluation of cloud infrastructure options (public, private, hybrid) and recommendation of optimal cloud architecture with cost–benefit analysis.
  4. Project Management Consultancy (PMC)
    • Provision of Project Management Consultancy services throughout the project lifecycle.
    • Preparation of project plans, timelines, governance structures, periodic progress reports, presentations (PPTs), and Minutes of Meetings (MoM).
    • Coordination with internal stakeholders, SAP vendors, system integrators, and third-party service providers to ensure timely and quality delivery.
  5. User Acceptance Testing (UAT)
    • Planning, coordination, and execution of User Acceptance Testing (UAT) on behalf of CIAL.
    • Validation of functional, technical, and business requirements and documentation of test cases, defects, and sign-off reports.
  6. Third-Party Vendor Cost Evaluation
    • Analysis of cost proposals received from third-party vendors of various modules of IAMS
  7. Data Migration Support
    • Planning and oversight of data migration activities from existing ECC  to the proposed SAP/IAMS solution.
    • Validation of data accuracy, completeness, and integrity post-migration, including reconciliation and sign-off.

Detailed scope of work along with deliverables are given in Annexure 1 of this RFP.

Period of Contract: 24 months

Defect Liability Period  12 months

Earnest Money Deposit: Rs. 10,00,000/- (through online payment)

Cost of Tender Document: Rs. 10,000 + GST

 

Pre-Qualification Criteria:

The Bidder must possess the requisite experience, strength and capabilities in providing the services necessary to meet the requirements as described in the tender document. The Bids must be complete in all respects and shall cover the entire scope of work as stipulated in the tender document. The invitation to Bid is open to all Bidders who qualify the eligibility criteria as given below:

All Audited Financial Statements must have got affixed Unique Document Identification Number (UDIN) of Chartered Accountant, in case if any years Financial Statements does not have UDIN affixed, CA Certificate with UDIN certifying the Turnover of the Company needs to be attached

The bidder should have provided consultancy for SAP HANA implementation or carried out the SAP HANA Implementation in the last five financial years (2024-25,2023-2024, 2022-23, 2021-22, 2020-21,)

  • Two  similar services each costing not less than the amount of  Rs. 5 Crores, excluding license cost

 Or

  • Three  similar services each costing not less than the amount  of  Rs. 4 Crores excluding license cost
  1. Work orders confirming year and value of contract.
  1. Satisfactory completion certificate from client. The satisfactory completion certificate shall be issued by authorized person. CIAL may verify directly with the customer regarding the successful implementation of the project.

The bidder should have CMMI level 3 or higher certification.

For all other SAP modules covered under the Scope of Work, the proposed consultant(s) shall meet the following minimum eligibility criteria:

    • Graduate / Post-Graduate degree in Engineering, Management, Commerce, or equivalent discipline.
    • Minimum of 8 years of experience in IT firms.
    • Relevant experience in SAP S/4HANA implementation and/or migration projects.
    • At least one end-to-end implementation experience in the respective SAP module.

Note -

 

  • Not more than one tender shall be submitted by a Contractor or by firm of Contractors.
  •  No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.
  •  CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
  • CIAL reserves the right to request for short fall documents to be submitted by the bidder during the bid evaluation.

 

Online tender process:

The tender process shall consist of following stages:

  1. Downloading of tender document: Tender documents consisting of request for proposal, scope of work, the conditions of contract and other necessary documents will be available for free download on www.etenders.kerala.gov.in. However, tender document fees shall be payable at the time of bid submission as stipulated in this tender document.
  2. Pre-bid Queries: For submitting pre-bid queries, bidder has to login to the website https://etenders.kerala.gov.in and click on the ‘Clarifications’ link.
  3. Publishing of Corrigendum: All corrigenda shall be published on www.etenders.kerala.gov.in and shall not be available elsewhere.
  4. Bid submission: Bidders have to submit their bids along with supporting documents to support their eligibility, as required in this tender document on www.etenders.kerala.gov.in. No manual submission of bid is allowed and manual bids shall not be accepted under any circumstances.
  5. Opening of Technical Bid and Bidder short-listing: The technical bids will be opened, evaluated and shortlisted as per the eligibility and technical qualifications. All documents in support of technical qualifications shall be submitted (online). Failure to submit the documents online will attract disqualification.

Tenders of only those companies who are deemed to be qualified after the scrutiny of their eligibility documents shall be evaluated. Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders not accompanied by EMD shall be summarily rejected.
