Name of work

GIS BASED INTEGRATED AIRPORT ASSET MANAGEMENT SYSTEM at Cochin International Airport (including 6 years AMC).

Scope of work

The selected bidder shall undertake comprehensive data acquisition, processing, modelling, system integration, application development, deployment, training, and long-term support to implement an integrated GIS-based asset management platform for Cochin International Airport Limited (CIAL). The scope shall include ICAO-compliant aerial survey, high-resolution photogrammetry, DGPS ground control surveys and Ground Penetrating Radar (GPR) surveys for accurate mapping of surface and subsurface utilities across the airport area. The bidder shall process and model the acquired data to generate 2D/3D topographic maps, orthophotos, DEM/DSM, classified point clouds, and enterprise-grade GIS datasets. The scope shall further include creation of high-quality basemaps, integration with existing and third-party enterprise systems and real-time data services, implementation of change detection mechanisms for monitoring infrastructure and asset modifications over time, and advanced 3D visualization of indoor and outdoor airport infrastructure creating a Digital Twin for the airport. All datasets shall be validated against existing airport records and integrated into an Enterprise GIS environment built on a COTS-based GIS platform.

The bidder shall provide GIS-enabled asset management and operational solutions comprising mobile inspection applications, workflow and work-order management, indoor and outdoor navigation, and configurable role-based dashboards to support airport operations, maintenance, safety, security, planning, and commercial management functions so as to improve overall operational efficiency.

The solution shall support open standards, integration with existing enterprise systems, and scalability for future requirements without dependence on any specific proprietary GIS vendor.

The Tender document will be issued only to the prequalified firms from Operations Office on payment of Rs 3540/-( GST inclusive) (non-refundable) by Bank Transfer/ demand draft favouring Cochin international Airport Ltd, Payable at Ernakulam on any Working day between 9.30 hours to 16.00 hours (IST) up to 06th April 2026 from the Operations Department of Cochin International Airport Ltd.

 

Postal charges of Rs. 590/- ( GST incl ) extra if tender book is sent via Post.

Legal Entity

The Bidder/OEM can be a Public/ Private Limited Company as per the provisions of the prevailing laws or Acts made and should be operational for minimum 5 Years.

Copy of certificate of Incorporation/Registration under Companies Act 1956 or The Companies Act 2013/LLP act 2008 (for Indian companies).

Quality Certifications

The Bidder/OEM should have minimum following valid Certifications for GIS based solution & Services, as on date of submission of the TENDER DOCUMENT:
• CMMI Level 3
• ISO/IEC 27001:2013 (Information Security Management System)
• ISO 9001:2015 (Quality Management System)
• ISO/IEC 20000-1 (IT Service Management System)

Copy of the valid certificates issued by accredited Organizations.

OEM Authorization

The Bidder must have an authorized partnership or reseller arrangement with the proposed COTS GIS software license provider, i.e., the Original Equipment Manufacturer (OEM) of the GIS software.
This arrangement must cover the entire project duration, including both the Implementation and Operations & Maintenance (O&M) phases, and should explicitly include post-sales support responsibilities.
The bidder is required to submit a tender-specific Manufacturer's Authorization Form (MAF) issued by the OEM on the OEM’s official letterhead, confirming:
• Authorization of the bidder to supply and implement the proposed GIS software with Warranty & support for entire project duration.
• Features, Tools and Functionality for Survey Process Execution Compliance Sheet & COTS GIS specification compliance sheet as per Form XII
Commitment of the OEM to provide post-sales technical support throughout the duration of the project.

OEM Turnover

The GIS OEM should have an average annual turnover of at least Rs 100 crore and Positive Net worth over the last three financial years.

Certificate from the Chartered Accountant / Audited Balance sheet for last 3 years

Turnover

Minimum Average Annual Turnover (MAAT) of the Bidder should have been Rs 50 Crores (Rs. Fifty Crores only) during the last 3 fiscal years, i.e., FY 2022-23, 2023-24 & 2024-25.

Notary attested copy of Audited Balance Sheet & Profit & Loss Account, certified by a Chartered Accountant for the last 3 financial years, i.e., 2022-23, 2023-24 & 2024-25 to be submitted.

Net Worth

Net Worth of the Bidder should be positive for the last 3 financial years, i.e., 2022-23, 2023-24 & 2024-25.

Certificate from the Chartered Accountant clearly stating the net worth. Audited and Certified Balance Sheet and Profit/Loss Account as on 31st March 2025 should be enclosed.

Blacklisting

The Bidder/OEM must not be currently under declaration of ineligibility for corrupt and fraudulent practices or blacklisted /debarred by Central Government or any State Government organization / department /PSU/World Bank in India at the time of submission of the TENDER DOCUMENT.

A declaration in this regard shall be furnished by the bidder as per format.

Survey in restricted area

The Bidder/OEM must have experience in conducting survey through LIDAR, Drone, GPR etc in any one restricted area like Airport/Railway Corridor/Army Cantonment etc

Supply experience in restricted area

The Bidder/OEM shall have Experience of supplying Enterprise based GIS software for 3 projects, at least one in each for Port and an Airport in India in last 3 financial years.

Interested firms shall have to submit their application forms for prequalification along with necessary supporting documents mentioned in the eligibility criteria in sealed cover super scribing the envelope “PREQUALIFICATION DOCUMENTS for the Tender for the GIS BASED INTEGRATED AIRPORT ASSET MANAGEMENT AT CIAL” to  the Office of the Managing Director, Cochin International Airport Ltd., Kochi Airport P O, PIN-683111, on or before the date mentioned above for the prequalification (1500hrs on 13.03.2026) for issuing the tender document.

 

Tender document shall be issued to those agencies which are found eligible after the scrutiny of their pre-qualification documents.

 

 Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders which are not accompanied by the EMD shall be summarily rejected.
