NOTICE INVITING EXPRESSION OF INTEREST (EOI)
EOI FOR ENGAGING AS A HEALTHCARE ADVISOR / CONSULTANT TO SUPPORT MEDICAL VALUE TRAVEL INITIATIVES UNDERTAKEN BY CIAL.
Expression of interest is invited from qualified consultants / agencies for engaging as a healthcare advisor specialist for Medical Value Tourism initiative at Cochin International Airport.
INTRODUCTION:
Kerala is recognized as a leading healthcare destination in India with high-quality multispecialty hospitals, accredited institutions, and a globally trusted medical workforce. Rising healthcare costs and long waiting periods in GCC and Western countries present a strong opportunity for structured Medical Value Tourism services in the state.
CIAL intends to establish an airport-led, integrated, transparent, and patient-centric Medical Tourism Facilitation Platform leveraging Kerala’s strong healthcare ecosystem and CIAL’s global connectivity.
The objective of this EOI is to identify and shortlist a reputed Advisor / Consultant with proven expertise in Medical Value Tourism (MVT), Healthcare strategy and market development, Hospital network development, International patient acquisition, Digital healthcare platforms and Regulatory and compliance advisory. The selected Advisor shall assist CIAL in designing, structuring, launching and scaling the Medical Tourism initiative.
CIAL proposes to act as a neutral facilitator, providing:
• Hospital empanelment framework
• Digital medical tourism portal
• End-to-end patient facilitation (arrival to departure)
• Airport-based Medical Tourism Desk
• Meet & Assist services
• Travel coordination (ambulance/taxi)
• 24x7 customer support
• International marketing & roadshows
CIAL will not act as a healthcare provider but as an orchestrator and ecosystem integrator.

ELIGIBILITY CRITERIA:
Consultants, Agencies or advisory firms that satisfy the minimum eligibility criteria outlined below are invited to participate. For agencies or consulting firms, the designated lead team member must possess the required qualifications as specified and he/she shall be a permanent employee of the bidder.
Professional Experience:
Minimum 15 (fifteen) years of experience in handling international business in the healthcare sector, including strategic planning, business development, and execution across global markets. Proven experience in handling large volumes of medical tourism, including international patient acquisition, cross-border healthcare facilitation, overseas marketing, and coordination with multi-disciplinary healthcare providers.
International Exposure:
Experience of working across at least 20 countries, including exposure to both emerging economies and developed economies.
Healthcare Services:
Proven experience in handling large-format hospitals, integrated healthcare systems, and multi-disciplinary clinical and allied healthcare services.
International Partnerships:
Demonstrated experience in advising or managing international/overseas healthcare partnerships, collaborations, or cross-border healthcare initiatives.
Desirable Experience:
Experience of working with foreign government bodies / public sector undertakings / international agencies. Ability to contextualize international healthcare models on medical tourism to local and regional requirements. Strong stakeholder management and strategic advisory skills.
Educational Qualification:
Postgraduate qualification in Medicine / Public Health / Healthcare Management or a related discipline from a recognized institution.
SELECTION PROCESS & EVALUATION METHODOLOGY:
EOI responses will be evaluated by a committee constituted by CIAL. Shortlisted agencies may be invited to make a detailed technical presentation and to submit conceptual implementation plan as mentioned in the scope of work.
CIAL retains the discretion to accept or decline submissions from agencies following a thorough review of the documents provided. The final selection procedure and criteria will be communicated to shortlisted bidders (only) after the evaluation of EOI submissions.

Participants are advised to go through the scope & eligibility conditions detailed in the EOI document. This Expression of Interest (EOI) aims to assess responses from candidates who possess substantial professional experience in this domain.
Further selection procedures shall be communicated to the shortlisted participants after the specifications are finalized by CIAL. CIAL's decision will be final when addressing the issues raised by respondents in response to this document.
CIAL may change any or all the terms and conditions and/or technical, commercial, or operating requirements in their final document from those specified in the current Expression of Interest.
