TENDER NOTICE

 

Sealed item rate tenders are invited from the reputed manufacturing firms or their authorised representatives for the design, supply, testing, commissioning and handing over of one number of Emergency Response Vehicle at Cochin International Airport, Nedumbassery.

 

Name of work: 

Design, supply, testing, commissioning and handing over of Emergency Response Vehicle at Cochin International Airport.

 

SCOPE OF WORK

The scope of work includes purchase of a suitable Chassis, purchase of equipment to be loaded on the vehicle, fabrication of fully covered body, Reverse camera & display, lights, Beacon light, siren, PA system.

The tenderer has the option to either load all the equipment onto a single truck or, if the truck's space is found inadequate to accommodate all the equipment listed in our technical specification, they can use a truck along with a fabricated trolley. It's important to note that regardless of the chosen method, the budget will remain the same, and both approaches will be considered equal for the bidding process.

Scope of supply also includes registration of the vehicle from Kerala RTO in the name of Cochin International Airport, the delivery of the fully fabricated vehicle at Cochin International airport, testing, training of purchaser’s personnel, commissioning and handing over the vehicle at Cochin International Airport.

Estimated Cost: Rs 8 Crore. (approximately)

Period of Completion:  10 months.

 

Tenderer shall be pre-qualified based on the submission of documents as proof for meeting the following criteria.  Tender documents will be issued only to those who meet these criteria.

 

Pre-Qualification Criteria

 

a.       The Tenderer should possess a minimum of 10 years of experience in manufacturing / fabrication of vehicles built on chassis models such as Mercedes, Volvo, IVECO, Scania, or any similar chassis, which may be subject to committee approval. These modifications should involve customizing them into Emergency Response Vehicles or similar specialized fire-fighting vehicles equipped with water, foam, rescue, and triage equipment.

 

Purchase orders for the supplied vehicles shall be submitted here as proof.

 

b.       The tenderer must have successfully delivered at least 10 numbers of Emergency Response Vehicle or similar specialized fire fighting vehicle with water, foam, rescue and triage equipments to minimum three or more different clients worldwide.

c.       The tenderer shall have executed single order for one number of similar specialized vehicle worth 4 crores to any of the clients worldwide.

Purchase order copies along with the attested copy of the client certificate for satisfactory completion of the work shall be submitted filling all relevant information as below.

d.       The annual turnover to the tune of Rs. 50 Crore, in all the three preceding years ending on 31/03/2023. (Audited financial statements for the last 03 years should be produced).

 

e.       A satisfactory performance report from minimum two different client shall be submitted as a proof to ensure that the vehicle is working with minimum maintenance issues.

 

f.        The OEM shall submit the details of existing authorized service partner in India with all relevant supporting documents showing their experience in the specific field shall be submitted.

 

g.       The firm shall submit a self-certification that it has trained manpower in India for repairs and maintenance of Emergency Response Vehicle.

 

h.       The bidder should not have been blacklisted either by CIAL or any of the reputed organizations. Self-certification for the same shall be produced.

 

i.         The bidder shall provide a satisfactory report from the respective CIAL department if the bidder has previously supplied products to any other CIAL Departments.

 

j.         If a dealer is participating in the tender, it is mandatory to provide an undertaking form from the original equipment manufacturer as confirmation of their affiliation. The tenderer must hold the status of an authorized dealer for a respected and established original equipment manufacturer (OEM), which also meets the stipulated experience criteria.

 

The responsibility for resolving any disputes shall rest with either the parent organization or the original equipment manufacturer.

 

Note: -

1.       All pre-qualification criteria should be met by the original equipment manufacturer (OEM) itself and not through any partner, joint venture, principal, subsidiary etc.

2.       Not more than one tender shall be submitted by a Contractor or by firm of Contractors.

3.    No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.

 

Cochin International Airport Limited reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof.

*Cost of Tender document: Rs. 5000/- (Rupees Five Thousand Only). For getting tender document by post in India Rs: 500/- to be paid extra and Rs: 2000/- for abroad.

Interested agencies shall have to submit their application forms for prequalification along with necessary supporting documents mentioned in the eligibility criteria in the office of the Managing Director, Cochin International Airport Ltd., Kochi Airport P O, pin: 683 111, on or before the date mentioned above for the pre-qualification for issuing the tender document.

 

Tender forms shall be issued to those agencies which are found eligible after the scrutiny of their application. CIAL reserves the right to change the qualifying criteria at their discretion and to accept or reject the tenders without assigning any reason thereof.
