Eligibility criteria for pre-qualification:
Tenderers should have:
- Valid Civil ‘A’ Class & above registration in CPWD/State PWDs/MES/Railways or have a valid empanelment for civil works with any Public Sector Undertakings/Govt Agencies for a value equal to or higher than the estimate cost for this work.
- Valid PF & ESI registration.
- Executed satisfactorily at least:
- one similar work in single contract valuing more than Rs.9.7 Crores during any of the last 05 years ending on 31.08.2025, or
- two similar works valuing more than Rs.6 Crores each in single contract during any of the last 05 years ending on 31.08.2025.
- three similar works valuing more than Rs.4.8 Crores each in single contract during any of the last 05 years ending on 31.08.2025.
(Similar work means Construction of pavements- National Highways/State Highways/airports, or grading works, as a single contract)
(A satisfactory completion certificate from the client shall be produced for the work. The certificate shall clearly indicate the value of work executed, components of the project, date of start of work and the completion date of the work. In case the work is executed for Private Clients, copy of the work order, list of major components of work with their value, TDS certificate for all payments received from and copy of final/last bill paid by the client shall be submitted. No documents other than the above-mentioned could be considered as documentary proof for work experience.)
- Annual work contract receipts to the tune of Rs.18 Crores, during any one of the five preceding years ending on 31.03.2025. (Audited financial statements with UDIN to be produced).
- Solvency Certificate from bank of value not less than Rs.6 Crores certified by bankers. The same should not be older than 01 year from the date of submission of prequalification document.
- Net Worth of bidders during last audited financial year should be = Rs.2.4 Crores

Agencies may submit their applications along with the attested copies of supporting documents mentioned in eligibility criteria. The agencies should submit the duly filled Annexures (I to VIII) attached with this detailed tender notice along with the pre-qualification documents.
Tenders of only those contractors who are deemed to be qualified after the scrutiny of their eligibility documents shall be evaluated. Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders not accompanied by EMD shall be summarily rejected.
