Item rate tenders are invited from reputed contractors for the work of NOISE MAPPING, NOISE MANAGEMENT AND REAL TIME NOISE MONITORING at Cochin International Airport.

Scope of work

(a) Noise Mapping and Development of Noise management Action plan as per CIVIL AVIATION REQUIREMENTS SECTION 10 – AVIATION ENVIRONMENT PROTECTION SERIES ‘A’ PART I ISSUE I, 18TH DECEMBER, 2014 and MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION dated 18th June, 2018.

(b) Development  and day to day functioning of  Operational real-time permanent Noise Monitoring System (NMS) in accordance to the provisions of the ‘Requirement and Procedure for Monitoring Ambient Noise Level due to Aircraft’ issued by the Central Pollution Control Board of Ministry of Environment & Forest (MOEF) in June 2008 and the Minimum Technical Characteristics of the NMS as contained in Annexure II to CIVIL AVIATION REQUIREMENTS SECTION 10 – AVIATION ENVIRONMENT PROTECTION SERIES ‘A’ PART I ISSUE I, 18TH DECEMBER, 2014 for a duration of 6 years.

The Tender document will be issued on payment of Rs. 2,360/-( GST inclusive) (non-refundable) by Bank Transfer/ demand draft favouring Cochin international Airport Ltd, Payable at Ernakulam on any working day between 9.30 hours to 16.00 hours (IST) up to 11th  September 2023 from the Operations department of Cochin International Airport Ltd.

Eligibility Criteria

 

1.

Company/Consortium can participate in the Tender. Parties of consortium in no case allowed for participating in more than one bidding. If the same party is found to be participating in more than one bidding such bidding will be considered as invalid. Leader of consortium must be an OEM or should have executed continuous noise monitoring in any of the airport anywhere in the world.

The Company/leader of consortium should have carried out at least one similar job in any one of the airports, anywhere in the world in the field of Continuous Noise Monitoring in the last five years. Completion certificate issued by the client indicating purchase order reference, executed value and date of completion must be submitted.

The Individual/leader of consortium should have annual turnover to the tune of 4 Crore during any one of the preceding five financial years. Audited balance sheet and profit and loss statement has to be submitted.

In the case of consortium, should produce the agreements among parties for the duration of at least 6 years. The lead member and consortium Partner shall enter into a Definitive Agreement defining respective rights, duties, obligations, liabilities etc. of both the parties for the performance of the obligations as per Tender.

Documents to be submitted:

1.Audited balance sheet and profit and loss statement: Audited balance Sheet to prove that the company/ leader of consortium has got a Turnover of not less than 4 crores in any one of the last five financial years.

2.A certificate of satisfactory performance: To prove that the Bidder has completed a similar job in the field of Noise Mapping/Noise Monitoring in any of the last five years, satisfactory certificates from any one of the clients in any one of the airports, anywhere in the world shall be provided

The bidder should not have been blacklisted either by CIAL or any of the reputed organization. 

Note:

a.             All pre-qualification criteria should be met by the bidder.

b.            Not more than one tender shall be submitted by a contractor or by firm of contractors.

c.             No two or more concerns in which an individual is interested as proprietor and /or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.

 

Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders not accompanied by EMD shall be summarily rejected.
