(X-BIS) and Explosive Trace Detectors (ETD) at Cochin International Airport.

Scope of work

(a) Supply, Installation, Testing and Commissioning of 17 nos. of Dual View based Hand Baggage X-BIS, 2 nos. of Dual View based X-BIS for Cargo screening and 7 nos. of Explosive Trace Detectors at Cochin International Airport.

(b) Buyback of existing 13 nos. of Single-View based X-ray Baggage Inspection Systems (X-BIS).

Eligibility Criteria

 

1.

The bidder should be a reputed Original Equipment Manufacturer (OEM) or Authorized representative of the manufacturer, who is having authorization certificate from the OEM to participate in the tender at CIAL. 

(Documents to be submitted: Company Profile of bidder & OEM and Consent certificate from OEM to participate in the tender.).

The bidder should have executed Supply, Installation, Testing and Commissioning of Dual view X-Ray Baggage Inspection System (X-BIS) and Explosive Trace Detector (ETD), in any of the International Airports having minimum 8 million passenger traffic per annum, during the preceding 5 (Five) years, meeting any of the following criteria (I), (II) and (III): (with same OEM if the bidder is an authorized representative of OEM):

  1. (a) One work order of value not less than Rs. 7.40 Crores OR

(b) One work order for SITC of 15 nos. Dual view X-Ray Baggage Inspection System (X-BIS) and One work order for SITC of 6 nos. Explosive Trace Detector (ETD)

 

  1. (a) Two work orders each of value not less than Rs. 4.60 Crores OR

      (b) Two work for SITC of 10 nos. Dual view X-Ray Baggage Inspection System (X-BIS) and two work orders for SITC of 4 nos. Explosive Trace Detector (ETD)

 

  1. (a) Three work orders each of value not less than Rs.3.70 Crores OR

      (b) Three work orders for SITC of 8 nos. Dual view X-Ray Baggage Inspection System (X-BIS) and three work orders for SITC of 3 nos. Explosive Trace Detector (ETD)

 (Documents to be submitted: Copy of Purchase Order for dual view XBIS, from the competent authority of the Airport client/s for “Supply, Installation, Testing and Commissioning (SITC) of dual view X-Ray Baggage Inspection System (X-BIS)” and “Supply, Installation, Testing and Commissioning (SITC) of Explosive Trace Detector (ETD)”, mentioning the following:

* Purchase Order number and date,

*Value of contract/Quantity of equipments, meeting the criteria specified above

* Nature of work & Quality of work executed,

* Period of execution and work completion date,

Details of the competent authority of the Airport client issuing the Satisfactory work completion certificate, Phone no., contact e-mail ID of the competent authority should be mentioned)

The quoted make and model of dual view X-Ray Baggage Inspection System (X-BIS) and Explosive Trace Detector (ETD) supplied by the bidder should be in satisfactory operation at any of the International Airports for a minimum period of 1 year.

(Documents to be submitted: Satisfactory Performance Certificate/s for the dual view X-BIS and ETD supplied by the bidder and copy of Work Order for Annual maintenance contract (AMC) for the supplied dual view X-BIS and ETD. Above mentioned documentary proof shall be submitted from the competent authority of the Airport client/s, in terms of the equipment’s performance and maintenance service support of the bidder.  

The Satisfactory Performance Certificate shall be dated not more than 3 months from the date of release of this Tender. In case the quoted make and model of the equipment is currently in use at the Cochin International Airport, then Satisfactory Performance Certificate need not be submitted.

The Bidder should comply with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 issued by the Public Procurement Division, Department of Expenditure, Ministry of Finance.

(Documents to be submitted: bidder shall submit an undertaking with respect to compliance to the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 at the time of submission of bid. In case above mentioned government order is applicable to the bidder, valid registration certificate shall be submitted along with the Technical Bid.)

The Bidder should have an annual turnover to the tune of Rs.30 Crores during any one of the last four years. The performance for the financial years 2020-2021, 2021-2022, 2022-2023 and 2023-2024 will only be considered for the above qualifying parameters.

 (Documents to be submitted: Audited Profit & Loss statement and Audited Balance Sheet for the last 4 years or Certificate from the Auditors regarding Turnover from Sales and Services).

The bidder/manufacturer (OEM) should have own/authorized service center in India to ensure smooth implementation and onsite maintenance service for the quoted model of X-Ray Baggage Inspection System (X-BIS).

(Document to be submitted: If bidder is an OEM: Undertaking from the OEM certifying that it has own sales and service centre in India, mentioning the complete Address, Contact number and Certificate of Incorporation/ GST Registration certificate issued by GSTN authorities / PAN Card

 

If bidder is an authorized representative of the manufacturer:  Certificate from OEM authorizing the bidder for Sales and Service in India, mentioning complete address of the Service centre, Contact number and Certificate of Incorporation/ GST Registration certificate issued by GSTN authorities / PAN Card)

7.

Undertaking from the manufacturer (OEM) that the equipment shall meet all the latest specifications and guidelines laid down by Bureau of Civil Aviation Security (BCAS), Government of India for the quoted equipment i.e. X-Ray Baggage Inspection System (X-BIS) and Explosive Trace Detector (ETD).

(Documents to be submitted: Certificate from OEM confirming that offered equipment is fully compliant with all the latest specifications and guidelines laid down by Bureau of Civil Aviation Security (BCAS) for X-Ray Baggage Inspection System (X-BIS) and Explosive Trace Detector (ETD).).

The bidder should not have been blacklisted either by CIAL or any of the reputed organization.

Note:

  1. All pre-qualification criteria should be met by the original bidder or its principal company and not through any partner, joint venture, consortium etc.
  2. Not more than one tender shall be submitted by a contractor or by firm of contractors.
  3. No two or more concerns in which an individual is interested as proprietor and /or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.

 

Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof. The tenders not accompanied by EMD shall be summarily rejected.
