CIAL invites tenders from suitably qualified and experienced service providers to operate a comprehensive Allied Passenger Services at Cochin International Airport. The services envisaged as a part of this tender includes Baggage wrapping service, Meet & Greet Service, Valet Parking Services, Waterless Carwash at Carparking Area, and operation of entry tickets counters at T3, all under one single license.
Scope:
1. To set up, Operate and Manage Automated Baggage wrapping machines in the International (3 Nos) & Domestic (2Nos) Departure Check in area.
2. To Operate Meet & Greet Services in the International & Domestic Terminals and provide Left Luggage (cloak) room services.
3. Operate and manage sale of Entry tickets to the Viewers gallery and International Terminal (One each in departure & arrival) visitor’s area.
4. To Operate Valet parking services at the kerbside of the International & Domestic Terminal.
5. To Operate Waterless Carwash Services at passenger car parking area.
Period of License: 5 Years.

Eligibility Criteria:
Any legal entity meeting all the below mentioned criteria shall be eligible to participate in this tender as a bidder.
- The bidder should have a minimum of 2-year experience in operating passenger baggage wrapping in any Airports in India and a turnover of not less than Rs. 3 Crores from passenger baggage wrapping in any one of the last 5 Financial Year.
- The bidder shall also have experience in providing Meet & Greet service and entry ticket service at Indian Airports during any period of the last five years.
- Should have valid BCAS Clearance certificate.
- Consortiums shall not be allowed to participate in this tender.
Minimum Guaranteed Monthly license fee:
CIAL has fixed the minimum bid amount for monthly license fee at Rs.92 lakhs per month. The bidder shall bid for an amount higher than the above amount in the financial bid.
Escalation:
The minimum guaranteed monthly license fee quoted by the bidder shall be subject to an annual compounded escalation of 5% for every subsequent year of operation.
Security deposit:
6 months minimum guaranteed monthly license fee offered by the licensee as Interest fee security deposit out of which Rs 50 lakhs in the form of Demand draft and balance in the form of Bank Guarantee.
Allotment Criteria:
License will be allotted to the bidder who offers the highest minimum guaranteed monthly license fee to CIAL for year 1.
Documents to be submitted:
- Brief profile of the bidder
- Copy of Certificate of Incorporation/Partnership deed/Trust deed
- Copy of PAN and GST Registration.
- Copy of BCAS clearance.
- Audited financial statement for last 3 years starting FY2020-21.
- Certificate from airport operator for proof of experience.
- Certificate from statutory auditor/airport operator as proof of turnover from baggage wrapping.
