NOTICE INVITING EXPRESSION OF INTEREST (EoI)

 INTRODUCTION 

  1.  

 1.1 Expression of interest is invited from reputed agencies for the project of implementation of AI Based mobile Application at Cochin International Airport Ltd (CIAL). The scope of the work covers Design, Supply, Installation, Integration, Testing, Training and Commissioning of AI Based mobile Application. 

 

1.2 Objectives 

1.2.1. To finalize Technical Specification, Scope, for Planned Tender by CIAL for DSITC of AI-based mobile Application for CIAL. 

1.2.2. Based on the outcome of this EOI, CIAL plans to conduct the procurement process transparently through competitive bidding. 

1.3. Benefit to the respondents 

1.3.1. The prospective bidders can understand the requirements properly, which can help during participation in the actual tender. 

1.3.2. Will provide an opportunity to take part in the framing of specifications reflecting the contemporary and latest technologies 

1.4 Interested Firms/Organizations who have experience and capability to meet such requirements are requested to submit technical and other details in the prescribed Format attached herewith on or before 08/07/2024. Details submitted after 08/07/2024 will not be considered as part of the response to this EOI . Respondents can send their responses through the Online Form.

2. INSTRUCTIONS TO THE RESPONDENTS 

2.1. This current document is an Expression of Interest (EOI) published by the CIAL to solicit and examine the response of the firms/companies/entities that are supplying or capable of executing the supplies, Works, and Services as per the details mentioned in this document before CIAL finalize the specification of the Supplies, work, and services and associated conditions before Invitation of bids. The current document, therefore, explores the responses of the prospective respondents. 

2.2. The timelines and the number of units mentioned in this document are subject to change and shall be firmed up while the Technical and Commercial Bids are called for by CIAL  at a later date. 

2.3. Final specifications and conditions of the contract shall be made after going through the responses and comments of the respondents in response to this document. Invitation for Bids shall be called for after the specifications are finalized by CIAL 

2.4. Some of the operational conditions of the contract are briefly mentioned in this document for the guidance of the respondents. These are subject to change based on the examination of the response received and in line with the CIAL’s Standard Conditions of Contract. 

2.5. However, please note that CIAL's decision will be final when addressing the issues raised by respondents in response to this document. 

2.6. CIAL may change any or all the terms and conditions and/or technical, commercial, or operating requirements in their final document from those specified in the current Expression of Interest. The revised set of conditions and specifications shall then be part of the final Invitation for Bids document, which will be published at the time of calling for Bids. 

2.7 CIAL invites a response to this EOI and preliminary proposals from such firms/entities specifying basic technical details as per but not limited to the points mentioned in this EOl document.

  1. The company shall have successfully implemented at least two AI-based cloud systems for reputed firms and their customers in the last five years.  

  1. The company shall have their own local office in India  

  1. Expertise in Cloud Deployment

Expertise of company/ parent company/ Group company for deployment of a cloud solution from MEITY empaneled Cloud Service Provider/ NIC cloud, ensuring all data (including backup) resides within national boundary of India and maintain system for at least 1 year or more post Go Live during the last seven (7) years from the date of publication of EoI.

4. THE CONCEPT

The primary objective of this project is to enhance the functionality of the Cochin Airport App by integrating AI technologies. This will involve implementing new features aimed at improving the passenger experience and streamlining airport operations.

Backend 

An AI system with the cloud with a PI module can easily be integrated with another system. The AI system should train with the interfaced data. 

 

Features 

 

  1. AI Chatbot Module. The AI chatbot, integrated with the AI backend and AODB, is available across multiple platforms, including mobile apps, WhatsApp, the website, and kiosks. It is specifically trained using data provided by Cochin International Airport Limited (CIAL) to ensure accurate and relevant information. The chatbot provides live flight updates and alerts for bookmarked flights and can handle both text and voice queries. It also addresses questions related to immigration, customs, and airline information, enhancing the travel experience for passengers.The chats across WhatsApp and mobile applications should be synced for the same account. 

 

  1. Feedback and Grievance Management—This system allows for the collection of feedback and grievances, which can be managed and responded to via an admin panel or email.

 

  1. Booking Facilities in the Airport—The AI platform facilitates the booking of various airport facilities, including prepaid taxis, return taxis, meet-and-greet services, parking, restaurants, and shopping.

 

  1. Flight Status Module. The Flight Status Module offers comprehensive updates from CIAL through AODB integration and covers major airports in India by integrating with Flight Radar and Flight Aware APIs (Including Map View).  

 

  1. Smart Baggage Tracking System. The Smart Baggage Tracking System employs barcode reader technology to track baggage through a mobile app integration, providing real-time updates to passengers.

 

  1. Personalized Passenger Engagement through Beacon Technology Implementation: The app identifies passenger locations within the airport by implementing beacon technology. It integrates with the mobile app to provide personalized notifications, gate updates, and promotional offers. 

 

  1. Personalized Weather Updates: The app provides AI-driven weather alerts that are personalized according to the traveler’s destination and aligned with their flight schedules.  

 

  1. CIAL Free Wi-Fi Access Code Generator The app includes a feature for generating Wi-Fi access codes. 

 

  1. CIAL Shopping The CIAL Shopping feature lists items available in various shops within the airport and provides details about their offers. 

 

  1. Other Features Required - web check-in links for all airlines operating from CIAL, details on various offers available at CIAL, including duty-free, and information on different transportation methods available at the airport, such as metro bus and KSRTC timings.The system should support multiple languages in chatbot communications. 

 

  1. Queue Waiting time at different waiting points in the airport—The app should be able to display queue waiting time at different waiting points in the airport. 

 

  1. Boarding percentage for each Flight in a gate – For each flight, the app should be able to show the boarding percentage once the boarding starts 

 

  1. Indoor navigation features – Indoor navigation features should be possible using AI and Augmented Reality Feature 

 

  1. Admin Screen for Airlines and shops to publish their offers to passengers 

 

  1.  The system shall have a Middleware to interface with various external systems 

 

  1. Reports and Dashboards—A separate data-warehousing solution should be implemented for the app's data to provide dashboards to Administrators, the Operations team, Airlines, Shops, and other stakeholders. The solution should be designed to connect with more data sources in the future. This should have the following features 

 

  1. User-Specific Dashboard Configuration 

  1. Real-Time Data Access 

  1. Interactive Reporting Tools 

  1. Support for Multiple Devices

Respondents shall submit their Proposed Overall Solution Architecture

 

  1. DOCUMENTS TO BE SUBMITTED BY THE RESPONDENTS 

  • Proposed suggestions in the Draft Specification  

  • Technical Presentation/ Documentation on the proposed AI-based Mobile Application 

  • Filled and signed Covering letter as per Annexure-1 

  • List of similar works executed in airports/reputed firms during the last five preceding years. Client contact details are to be provided. 

  • Other details like - Cloud services required, Proposed Scope of AMC for the App, and any other documents that are relevant to the current work.
