TENDER FOR SELCTION OF OPERATOR FOR OPERATIONS AND MANAGEMENT OF 0484 LUXURY AERO LOUNGE AT CIAL

 

1.         CIAL

 

The Cochin International Airport, operated by Cochin International Airport Limited (CIAL), is the 4th busiest airport in India in terms of handling international passengers – it handled 4.90 million international passengers during the year 2023. On overall basis (i.e., domestic, and international passengers handled), Cochin International Airport is the 8th busiest airports in India for the year 2023 handling over 10.36 million passengers. The airport caters to nearly 47 percent of the state’s international travel demand.

 

2.       0484 Luxury Aero Lounge

 

2.1       CIAL is constructing a transit accommodation facility named 0484 Luxury Aero Lounge next to the Business Jets terminal and between the International and Domestic Terminals.

2.2       The proposed facility spanning a total area of around 54000 square feet is located adjacent to the business jet terminal and a 2-minute walk towards both the Domestic & International Terminal.

2.3       The facility is a single storied structure sharing a common corridor connecting all the three terminals at CIAL. Construction of the envisaged facility, 0484 Luxury Aero Lounge, has already commenced, and is planned to be completed by July 2024. On completion the same will have.

SECTION – A

  • A 41 fully furnished guest bedrooms including 4 suites.
  • Well-furnished central lobby with spill over space accommodating the reception.
  • Gym area.
  • Smoking area/lounge.
  • Business centre with co-working space and five meeting halls of various seating capacity.
  • Around 1250 square feet café lounge.
  • A common Kitchen and back of house area to service all F&B requirements of the 0484 Luxury Aero Lounge.
  • Around 1000 square feet lounge bar
  • Around 2500 square feet restaurant.
  • Spa Centre
  • Retail spaces in the central lobby.

 

2.4       The 0484 Luxury Aero Lounge, accessible from the kerb side of the terminals once completed, based on the commissioning stage security clearance from Bureau of Civil Aviation Security (BCAS), will be segregated into two sections, one accessible only to passengers (arriving, departing, and inter-terminal transit).

2.5       The other section, the business centre which comprises of meeting rooms and co-working spaces are intended to be accessible to both passengers and the public.

3.         Scope of License

3.1       CIAL wishes to provide world class amenities to the travelling population through 0484 Luxury Aero Lounge and is inviting tender for Operations and Management of 0484 Luxury Aero Lounge from reputed and eligible bidders.

3.2       The successful bidder of the tender shall enter into an Operations and Maintenance agreement with CIAL and shall be responsible for license for operations, management, marketing, and maintenance of 0484 Luxury Aero Lounge.

 3.3      In brief, CIAL shall be providing a fully furnished facility with all necessary furnishing and equipment required for the operation of the facility. The successful bidder shall furnish the Kitchen area and back of house area with necessary equipment as per his requirements. The scope of CIAL pertaining to infrastructure at 0484 Luxury Aero Lounge is as follows:

  1. CIAL shall provide an air-conditioned space in all areas of the 0484 Luxury Aero Lounge except in the kitchen area and back of house area.
  2. For all 41 bedrooms in the facility, CIAL shall fully furnish with same with chair, writing table, cots, mattress, wardrobes, guest room management system to facilitate card-based access to rooms, entertainment televisions, EPABX system with intercom telephones facilities. The toilets associated with these rooms shall also be fully furnished with all fittings.
  3. CIAL shall provide basic equipment required for the Gym in the facility.
  4. For Spa, CIAL shall provide a fully furnished 1500 square feet air-conditioned space with reception, washrooms, civil & electrical fittings, and wardrobes.
  5. CIAL shall provide a central lobby, with a central waterbody, land scaped area, reception, smoking room, manager’s and staff cabin. Furnishing in this space shall include chairs, tables, desks and other furniture for the lobby, reception, and free seating area.
  6. CCTV, fire prevention and protection systems, flight information display systems, entertainment televisions, and intercom facilities for the entire facility, expect the back of house kitchen area, shall be provided by CIAL.
  7. For restaurant and bar, CIAL shall provide a space with chairs, desk, tables, counters, and bars stools.
  8. For the Café Lounge, CIAL would provide a space with chairs, desk, tables, counters, etc.
  9. For the back of house kitchen area, which is envisaged to service all the F&B requirements for the entire facility, CIAL shall provide a bare space of nearly 3500 square feet. There shall be a single point for access to water and electricity. However, the toilets in the back of the house kitchen area shall be provided by CIAL with all end fittings.
  10. CIAL shall provide two portioned retail spaces in the central lobby of a total area of nearly 500 square feet.
  11. For co-working spaces and meeting room, which is envisaged to be accessible to the public, subject to BCAS clearance, CIAL shall provide all furnishings, including chairs, tables, workstation, counters, audio-visual facilities.
  12. CIAL shall be responsible for providing equipment for security access control like DFMD, HFMD, and X-BIS.

3.4       The successful bidder shall also be responsible for:

  1. The successful bidder at the 0484 Luxury Aero Lounge must procure, maintain, and replenish consumables for guest rooms, gym, spa, dining areas, kitchen, retail shop, co-working spaces, and meeting rooms. Responsibilities include providing bedding, toiletries, F&B utensils, office supplies, specialized spa equipment, cleaning supplies, and POS machines with recognized billing software. Additionally, the bidder must set up an operational kitchen with necessary equipment, MEP, gas bank, ducting, exhaust systems, fresh air unit, fire suppression, grease separator, staff lockers, storage, cold storage, pot/wash facilities, RO plant, and other required facilities.
  2. The successful bidder must provide sufficient manpower for 24/7 operations, including staffing, operation, record keeping, maintenance, housekeeping, sales, and marketing of all 0484 Luxury Aero Lounge facilities. They must also ensure access control, permitting entry only to authorized guests per the operation and maintenance agreement.
  3. Shall identify, incorporate, and execute all business partnerships necessary for operations, management, marketing of 0484 Luxury Aero Lounge. Any partnership for this facility shall be subject to prior approval and concurrence of CIAL.
  4. The successful bidder shall also be responsible for maintenance and upkeep of the entire facility, equipment, and furnishings. The operator shall be responsible for maintenance of all HVAC systems, MEP infrastructure, CCTV systems, fire prevention and protection systems, security systems, landscape, and ELV installations.
  5. Shall pay all utility charges including but not limited to electricity, water, data, etc. Electricity charges with respect to air conditioning of the facility, expect that of the back of house kitchen area, shall be under the scope of CIAL. The operator shall be also responsible for operations of the HVAC system at the facility.
  6. The successful bidder must obtain all necessary licenses, approvals, and permits from competent and statutory authorities, comply with all statutory requirements for managing 0484 Lounge facilities, and secure a license to operate the bar for passengers.
  7. Obtaining security clearance from BCAS, if required.

4.         Period of License

4.1       The License period for the concession shall be for 07 years which shall further be extended for another 03 years if the successful bidder clears all payments/dues with CIAL on time.

5.         Eligibility Criteria for Bidders

5.1       The following agencies mentioned in the Clause 5.2 will be eligible for participating in the tender.

5.2       The Bidder shall have experience of operating and maintaining international/ national chains of hotels in 5 Star category as per Ministry of Tourism guidelines/ or any other relevant international organization for any 7 (seven) financial years out of the preceding 10 (ten)financial years, such that:

  1. The Bidder is presently operating and maintaining a minimum of 250 keys in the categories mentioned above; and
  2. At least 1 (one) hotel in the categories mentioned above had a minimum capacity of 100 keys.
  3. The bidder must have an annual turnover of not less than Rs. 80 Crores (Eighty Crores) from the hotel business in any one of the last 03 financial years, in accordance with the audited financial statements.

5.3       The documents to be submitted by the bidder as a proof of support of eligibility of the bidder are mentioned in the tender document.

6.         Tender Process

6.1       CIAL is adopting a single stage bidding process for selection of an Operator for the Operations & Maintenance of 0484 Luxury Aero Lounge. Applicants must certify themselves that they are qualified to bid and should give an undertaking to this effect in the tender document.

6.2       The Interested bidder shall initially purchase the tender document from CIAL by payment of Rs. 10000/- (Rupees Ten Thousand only) plus GST by bank transfer/demand draft or by online transfer favoring Cochin International Airport Ltd, payable at Ernakulam between 0930 hours to 1630 hours (IST) on all working days from the commercial department of Cochin International Airport Ltd.

6.3       Interested bidder may visit the facility to have a better understanding of the project and for any clarification on the technical and operational requirements. Appointment for the site visit may be pre-coordinated with the Office of the General Manager (Commercial), CIAL.

6.4       A Bidder is required to deposit, along with its Bid, an EMD (Earnest Money Deposit) of Rs. 20,00,000 (Rupees Twenty lakhs only) as Bid Security. The EMD submitted shall be refunded not later than 45 (sixty) days from the Bid Due Date.

6.6       Successful/Selected Bidder shall be the one who gets the Highest Combined Score, as detailed in the Clause 7 of this document. The license period and other terms are pre-determined, as indicated in the tender document, and the Highest Combined Score as quoted by the Bidder as per the Price Bid shall constitute the sole criteria for evaluation of Bids. The Selected/Successful Bidder shall further be awarded the License for Operations and Maintenance of the 0484 Luxury Aero Lounge.

7.         Business Model and License Fee

7.1       Bidders need to quote both their Minimum Annual Guarantee and Revenue Share Percentage offered to CIAL for the first three years of this contract.

7.2       Bidder shall project and calculate the Minimum Annual Guarantee (MAG) offered to CIAL for the first three years, from all the facilities in the 0484 Luxury Aero Lounge of the contract and quote accordingly in the bid form.

7.3       Bidders shall also quote the revenue share percentage that they can offer to CIAL in the first three years.

7.4       To decide the Successful bidder, equal weightage will be given for the Minimum Annual Guarantee (MAG) quoted and the Revenue Share Percentage quoted. The Successful Bidder shall be the one that obtains the highest combined score.

 

8.         Timeline for Tender Process

8.1       CAIL shall endeavour to adhere to the following schedule for selection of an Operator for Operations and Maintenance of 0484 Luxury Aero Lounge at CIAL.
