  1. Cochin International Airport Limited (CIAL) is one of the most successful infrastructure ventures in the Civil Aviation History of India.  In the Civil Aviation Infrastructure domain, CIAL is the first Greenfield Airport in India to be designed on a Public Private Partnership (PPP) model and it has been a profitable venture. Cochin International Airport has the 4th largest International and 9th largest Domestic passenger traffic in India.

 

CIAL wishes to provide a world class All-day vegetarian Break Fast Outlet in the City side area of Domestic terminal (T1) at Cochin International Airport Ltd and invites tenders from reputed and eligible bidders for setting up & Operation of the outlet as detailed below.

         

2.     License – A Purview

 

2.1 Tenders are invited on behalf of the Cochin International Airport Limited (CIAL) for the license for operating All-day vegetarian Break Fast Outlet in the City side area of Domestic terminal (T1) at Cochin International Airport, Nedumbassery Ernakulam, District Kerala. 

 

        The following Licenses pertaining to this tender are given below: -

 

One outlet measuring 20 Sqm including Verandah opposite to police Aid post near Domestic Arrivals. Existing structure other than the concreate structure is not part of the area and belongs to the existing concessionaire.

 

2.2   The license is a revenue share arrangement whereby the Bidder shall pay a 20% of gross monthly turnover to CIAL subject to a minimum guaranteed monthly amount as quoted by the Bidder in the bid form. License for operating the All day Break Fast Outlet will be allotted to the bidder who quotes the highest monthly license fee amount to CIAL.

 

3       LICENCE DETAILS

 

    1. Purview of License

 

      1. Licence hereinafter in the tender document means, “The license awarded for operating one All-day vegetarian Break Fast Outlet in the City side area of Domestic terminal (T1) at Cochin International Airport.” This is not a snack bar and hence no snacks items other than Vada should be sold from the outlet. Tea and Coffee can be sold from the outlet.

 

      1. List of Breakfast item to be sold has to be approved by CIAL

 

    1. Period of License & Location

 

      1. The tenure of License will be for 3 years.

 

      1. Location of the outlet is opposite to Police Aid-post near to Domestic Arrivals

 

    1. Area

   

The Successful bidder will be provided 15 Sqm of Covered space and 5 Sqm of verandah space for operating the outlet.

 

3.4    Eligibility criteria

 

      1. The following agencies will be eligible to participate in the tenders;

 

  1. Agencies having at least 3 years’ experience in operating a Snack bar /Restaurant with an annual Turnover of not less than Rs.50 lakhs in any one of the preceding 3 years. Turnover from any other category will not be accepted.

 

  1. Should have GST registration and PAN.

                  

 3.5   Mobilization Time

 

The mobilization time would be 60 (Sixty) days from the date of provisional allotment. CIAL will issue a formal letter indicating the tentative commencement date. 

 

4.       THE TENDERING PROCESS

    1. The tender documents shall be issued to eligible agencies from the office of General Manager (Commercial) on payment of Rs. 2360/-, towards cost of Tender Documents in cash or by Demand Draft favouring CIAL payable at Ernakulam / Nedumbassery till 3rd April 2024.
    2. The tender shall be accompanied by an Earnest Money Deposit (EMD) of Rs.5,00,000/- (Rupees Five lakhs only) in the form of Demand Draft favoring “Cochin International Airport Limited” payable at Ernakulam/ Nedumbassery. EMD may also be remitted by bank transfer for which an acknowledgement needs to be attached in Cover 1. The tenders without Earnest Money Deposit shall be summarily rejected.
    3. The tender shall be in a two envelopes system. Tenders shall be submitted in two separate sealed covers (Cover 1 and Cover 2) as given below, super scribing the main cover as " Tender for Operat­ing All-day Vegetarian Break Fast Outlet in the City side area of Domestic terminal (T1) at Cochin International Airport”, with the address of the accepting authority and address of the bidder clearly written / typed on the cover.

Cover 1. 

  1. GST Registration certificate
  2.  Copy of PAN Card
  3. Certificate from Clients showing three years’ experience/ proof of experience
  4. Copy of Audited Balance sheet & Profit & Loss statement for any of the last three years to prove turnover. If turnover from F&B is unclear in financial statements, please provide a certificate from a Chartered Accountant certifying Rs 50 Lakhs turnover from F&B 
  5. EMD in the form of Demand Draft/Bank Transfer acknowledgement.  
  6. Unconditional Acceptance Letter.
  7. The tender document with all pages duly sealed & signed by the bidder.

 

Cover 2.  This cover must contain the following:-

  1. Financial quote in the prescribed Bid form  
    1. Tenders have to be submitted on or before 1500 hrs on 4th April 2024 and tenders will be opened at 1530 hrs on the same day.

 

5.      Interest Free Security Deposit

5.1     In the event of making provisional allotment, the successful bidder shall deposit with CIAL, an amount equivalent to ten (10) times the monthly License fee quoted for first year as interest free security deposit for the faithful performance of the terms and conditions of the License agreement to be entered into with CIAL. 25 % of the security deposit should be in the form of Bank Transfer or Demand Draft favouring “Cochin International Airport Limited”, payable at Ernakulam and the balance in the form of Bank Guarantee. The interest free security deposit (as mentioned above), shall be remitted within 30 days from the date of provisional allotment.

5.2     If the Bidder defaults in remitting the entire Interest free security deposit within the time fixed for the same, then CIAL has the right to cancel the allotment and in such event the EMD shall be forfeited.

 

6.      Payments to CIAL

 

6.1  The Bidder shall pay a revenue share of 20% of their gross turnover subject to a minimum guaranteed monthly license fee to be quoted in the bid form. CIAL has fixed the minimum bid amount for monthly license fee as Rs 2,00,000/- per month.  Bidder has to quote an amount equal or above the minimum bid amount. The successful bidder shall pay every month either 20% of their Turnover from the outlet or the minimum guaranteed monthly license fee quoted, whichever is higher. The definition of “Turnover”: means Total invoice value of sales, before tax and net of discount.

 6.2    The guaranteed monthly license fee quoted shall be remitted in advance on or before the 10th day of each month.

 6.3    The monthly License fee quoted shall be subject to an annual compound escalation of 10% per year for each subsequent year of operation.
