Sealed tenders are invited on behalf of Cochin International Airport Limited for the supply of Compostable Garbage Bags to CIAL under a one-year rate contract. Interested and eligible manufacturers may apply subject to the particulars mentioned below:

Eligibility Criteria
To be Eligible to participate in this tender, the bidder should meet the following criteria:
- The bidder should be a Manufacturer of Compostable products like garbage bags, paper cups etc. The manufacturing plant for the products in this supply contract should be located in India with valid license issued by CPCB/State Pollution Control Board. Distributors/suppliers, representatives, and agents are not permitted to participate in this tender.
- The bidder must have a minimum turnover of Rs 1 Crore in any one of the last three financial years.
- The bidder must have a minimum cumulative order value of Rs 1 Crore exclusively from the sale of compostable products, in a one-year period.
- The bidder shall have experience of at least three years in manufacturing compostable products like garbage bags, paper cups etc.
- Bidders who have been previously disqualified, debarred, or blacklisted by CIAL or any other Government/PSU/Autonomous Body due to reasons including, but not limited to, failure to fulfil contractual obligations, submission of forged or falsified documents, submission of conditional bids, or any other act of misconduct or non-compliance, shall not be permitted to participate in this tender process.
Scope of Service & Technical specifications
The tenderer has to quote for the rate per bag as per the specification mentioned below:
- Standard: ISO 17088 certified 100% compostable material
- Certification: IS/ISO:17088 certified from Central Institute of Petrochemicals Engineering & Technology (CIPET) or any other Central Pollution Control Board Recognized Government laboratory having adequate testing facilities. Certificate shall be currently valid
- Name & Address of the laboratory, Date of submission of sample to the testing agency etc. to be clearly indicated on the test report. Test report shall cover all four components - Disintegration, Aerobic biodegradation, Compost testing and Heavy Metal
- Size: 30"W X 50"H
- Material: 50 Microns & bag can carry upto 15 Kgs
- Colour: Green
- A letter of confirmation that any other compostable garbage bags of different standard sizes and thickness should be supplied at a pro-rata basis of the above current quoted materials, based on weight.
- Manufacturers can supply the compostable garbage bags through any of their distributor for prompt supply provided the risk and liability of supply is with the manufacturer only. Copy of appointment of such distributor to be provided along with the tender.
- Goods shall be delivered within 7 days from the date of intimation of the purchase request or issuance of purchase order.
- Random quality checks will be conducted to ensure compliance with specifications. The supplier shall bear the expenses for such tests conducted at CIPET.
- Products shall bear the following printing as per Government guidelines:
- Details of the manufacturer, the material specification, date of manufacture, batch number, CPCB approval details with license number and validity etc., in the form of QR code
- "I'm not a Plastic-100% Compostable, IS/ISO 17088 Certified" written in English and Malayalam. The inscriptions shall vary as per latest guidelines issued by Government and Kerala State Pollution Control Board from time to time.
- The product shall dissolve in Dichloromethane (Methylene dichloride) and this shall be indicated in the packaging bag/cover/sheet material in English and Malayalam
- CIAL Logo shall be displayed near the above inscription.
- Sample garbage bags (3No.s) printed with the above specified details must be submitted along with the tender for verification
Note
- The tender is to be accompanied by an Earnest Money Deposit of Rs. 2,50,000/- (Rupees Two Lakh Fifty Thousand only) in the form of Demand Draft drawn in favour of Cochin International Airport Limited, payable at Ernakulam/Nedumbassery. The tender without the required EMD will be summarily rejected. CIAL shall return the Earnest Money without any interest to unsuccessful tenderers.
- Tenders are to be submitted by 1500 hrs on 8th October 2025 to the office of Deputy General Manager (Commercial), Cochin International Airport Limited, Kochi Airport P.O, Ernakulam-683111.
- The financial bids of technically qualified bidders only shall be evaluated.
