TENDER FOR OPERATING INTERNATIONAL SIM CARD KIOSK AT COCHIN INTERNATIONAL AIRPORT.

1. CIAL intends to tender out 01 space in the International departure security hold area measuring 02 Sqm for setting up, development, operation, maintenance and management of country specific International SIM card kiosk/Global roaming SIM card kiosk.

2. CIAL has fixed the minimum bid amount for the monthly license fee as 2,00,000/- for the space. The bidder needs to quote a figure equal to or higher than Rs 2,00,000/- to qualify for the bid.
3. License will be offered to the highest bidders who quote the highest monthly license fee to CIAL.
4. The monthly license fee for thespace will have a compounded annual escalation of 10% for every subsequent year.
5. License for setting up, development, operation, maintenance and management of country specific International SIM card kiosk/Global roaming SIM card kiosk will be for a period of 3 years.
6. The mobilization time would be 30 (Thirty) days from the date of provisional award of License or such further period as may be permitted by CIAL in writing. Billing for the minimum guarantee license fee quoted shall commence on expiry of the mobilization period or extended period as the case may be.
7. No other facility/ service can be provided from the allotted space other than selling International SIM cards.
8. The Successful bidder shall deposit with CIAL an Interest free refundable security (IFSD) deposit which will be equivalent to 10 months monthly license fee offered to CIAL within 20 days of provisional allotment. Rs 10 lakhs has to be submitted in the form of Cash deposit and balance in the form of BG bank guarantee in CIAL’s format.
9. The tender document will be issued on payment of Rs 2360/-(nonrefundable) by Online transfer/Cash/ demand draft favoring Cochin International Airport Ltd, Payable at Ernakulam on any working day between 9.30 hours to 16.00 hours (IST) from 25th August 2025 and up to 16th September 2025 from the Commercial department of Cochin International Airport Ltd. The last date and time for submission of bids shall be 14.30 hours 17th September 2025.
10. Tenders will be opened in the presence of available bidders on the same day at 1500 Hrs. If the bidder wishes to use the soft copy version of the tender document for printing the bid documents, they shall submit tender document fees of Rs.2360/- by bank transfer and obtain the PDF copy duly sealed by CIAL on all pages by e-mail. The bidder may print this PDF and submit the tender.
11. Eligibility:

11.1 Tender may be submitted by the Bidder, provided the Bidder has obtained a currently valid NOC from TRAI for selling country specific International SIM cards in India.

                                                           Or

Any Indian Telecomm operator having valid TRAI license to operate in Kerala Circle.

The criteria set forth in clause 11.1 shall be referred to as Eligibility Criteria for participating in the tender process

12. The Bidder shall submit together with the tender an amount of Rs 100,000/- (One lakh only) as EMD in relation to each Location for which the Proposal is made. This Demand Draft favoring Cochin International Airport Ltd payable at Ernakulam has to be submitted along with Technical bid. The EMD of selected bidder shall be retained by CIAL and will be adjusted as part of security deposit. The EMD of unsuccessful bidder shall be refunded without any interest.
13. The Tender must be submitted to CIAL in accordance with this document addressing to The Managing Director, Cochin International Airport Limited, Kochi Airport PO, Ernakulam, Kerala State, not later than 1430 hours IST of 17^th September 2025.
