TENDER FOR OPERATING MEDICAL INSPECTION ROOMS AT CIAL

Tenders are invited from eligible operators of hospitals with modern medicine, for the operation of Medical Inspection room and allied services at International (T3) and Domestic (T1) Terminals of CIAL. The MI room operator shall operate and maintain the MI room & Allied Services in Cochin International Airport on a 24-hour basis throughout the year, as per the terms and conditions in the tender document by providing medical aid, both emergency and first aid services. The operation contracts for MI rooms at Terminal 1 (Domestic) and Terminal 3 (International) are two separate contracts and will be awarded to two separate entities/bidders.

Eligibility Criteria for participation in the Tender process
Agencies meeting the following criteria will only be eligible for participating in this tender process:
- Trusts, Companies or Firms, currently operating a hospital (with modern medicine) having more than 300 beds will be eligible to bid for this tender. The capacity should be in a single hospital. The combined capacity of a number of hospitals will not be taken into account. Proprietorships and individuals will not be able to participate in the tender.
- The bidder shall have minimum three years’ experience in operating a hospital in Kerala (hospital shall have modern medicine)
- The bidder shall have a minimum turnover of Rs 100 Crores in any one of the last three financial years.
The above criteria shall be referred to as the Eligibility Criteria. Tenderer must provide documentary evidence with the technical bid to support the above details.
Note
- The operation contracts for MI rooms at Terminal 1 (Domestic) and Terminal 3 (International) will be awarded to two separate entities/bidders. Financial Bids for Terminal 3 will be opened first. Financial bid of the bidder who is L1 in contract for Terminal 3 will not be evaluated for the contract for Terminal 1.
- The successful bidder shall apply for and obtain BCAS (Bureau of Civil Aviation Security) clearance immediately upon award of the contract, in case the same is not already available. It shall be the sole responsibility of the bidder to ensure compliance with this requirement.
- The MI room will be fully equipped by CIAL. Medical equipment, hospital beds, furniture etc will be provided by CIAL.
- The successful bidder shall provide qualified doctor and paramedical staff round the clock. The details of deployment of manpower are mentioned in the tender document.
- MI room operator will be responsible for co-ordination on repair and maintenance of all equipment provided in co-ordination with the supplier of the equipment with the prior approval of CIAL. The cost of such repairs and maintenance will be borne by CIAL.
- A new (or upto one year old) emergency D level ambulance with driver and one paramedical staff will have to be positioned at the cost of the successful bidder for MI room contract for Terminal 3 and/or Terminal 1.
- Operational expenditure like salary costs to doctors and paramedical staff, consumables, medicines, linen, etc must be borne by the MI room operator.
- The MI room operator shall operate and maintain the MI Room & Allied Services on a 24-hour basis throughout the year.
- The MI room operator shall provide Free Medical facilities for casualty/ emergencies to all passengers utilizing the airport in MI room as required including emergency services, manageable within the available infrastructure & equipment at the MI Room.
- BA check for only CIAL employees and others authorized by CIAL, should be undertaken by the successful bidders.
- If the MI room operator wish to provide services, including, but not limited to Breath Analyser Checks, to airlines or any other agencies working at the airport in any location other than the respective MI Room, they will need to provide additional personnel for this purpose. The MI room operators may charge the airlines for the services. A copy of the agreement with each airline showing details of charges, etc. must be forwarded to CIAL.
- The bidders may quote for monthly service charges payable by CIAL. The license will be awarded for a period of 3 years to the bidder who quotes the lowest amount towards monthly service charges for the respective contracts.
