The bidder should have a minimum annual turnover of Rs 80 Lakh in any of the last three financial years, 2022-23, 2023-24, 2024-25.
Documents: Audited Financial Statements viz; Balance Sheet, Profit & Loss Account and Schedules annexed thereto. All Audited Financial Statements must have got affixed a Unique Document Identification Number (UDIN) of Chartered Accountant. in case if any years Financial Statements does not have UDIN affixed, CA Certificate with UDIN certifying the Turnover of the Company needs to be attached.

The bidder or Original Equipment Manufacturer (OEM) should have executed the Security/BDDS Equipment in reputed firms, viz. Airport/NSG/SPG/Govt. Security Agencies, in a single contract, valuing not less than Rs. 20 lakhs, during the preceding 5 (Five) years.
Documents: Satisfactory work completion certificate from the competent authority of the customer, along with the Purchase order.

The bidder should be a reputed original equipment manufacturer (OEM) or an authorized representative of the manufacturer who has an authorization certificate from the OEM to participate in the tender at CIAL.
Document: Company Profile of bidder, OEM, and Consent certificate from respective OEM to participate in the CIAL tender.

The bidder or original equipment manufacturer (OEM) should have its own/authorized service center in India to ensure smooth implementation and onsite maintenance service for the quoted equipment.
Document: If a bidder is an OEM: Undertaking that it has its own sales and service center in India, mentioning the complete Address, contact number, etc., and Certificate of Incorporation/ GST Registration certificate issued by GSTN authorities / PAN Card.
If bidder is an authorized representative of the manufacturer: (i) Certificate from OEM authorizing the bidder for Sales and Service in India, mentioning complete address of the Service centre, contact number etc., (ii) Particulars of the authorized Service centre and Certificate of Incorporation/ GST Registration certificate issued by GSTN authorities / PAN Card.

The Bidder should comply with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 issued by the Public Procurement Division, Department of Expenditure, Ministry of Finance.

Document: Bidder shall submit an undertaking with respect to compliance with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 at the time of submission of bid. In case above mentioned order is applicable to the bidder, a valid registration certificate shall be submitted along with the Technical Bid.

The bidder should not have been blacklisted either by CIAL or any of the reputed organizations in India.
Documents: Self-declaration by the bidder. If the bidder has already supplied any equipment to CIAL, a certificate from the competent authority of CIAL regarding satisfactory service support of the bidder should be submitted.

Undertaking from the manufacturer (OEM) that the equipment shall meet all the latest specifications and guidelines laid down by the Bureau of Civil Aviation Security (BCAS), Government of India.
Documents: Certificate from OEM affirming that the equipment shall meet all the latest specifications and guidelines laid down by the Bureau of Civil Aviation Security (BCAS)

The bidder should have a local office in India.
Documents: Particulars of the office /service center of the bidder in India with GST details.

Note:
- All pre-qualification criteria should be met by the original bidder itself and not through any partner, joint venture, principal, subsidiary etc.
- Not more than one tender shall be submitted by a contractor or by a firm of contractors.
- No two or more concerns in which an individual is interested as proprietor and /or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.
- Consortium bidding is not permitted in the tender.
- CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation.
- CIAL reserves the right to request for short-fall documents to be submitted by the bidder during the bid evaluation.
