Pre-Qualification Criteria

 

Agencies meeting the following criteria will be eligible for pre-qualification for the Private Security Agency contract at CIAL:

  1. The bidder must be an Indian-registered Public/Private Limited Company or Partnership Firm, engaged in providing security services for a minimum of the last three consecutive years as of tender publishing date. Joint Ventures will not be permitted to participate in this tender.
  2. The bidder should have at least three years’ experience of providing security services in any Airport, seaport, Metro rail, shopping mall, refinery or similar large Industrial/Commercial or Govt. establishments.
  3. The agency should have a minimum annual turnover of Rs. 20 Crores from security services in at least one of the last three financial years.
  4. The bidder must have executed at least one contract for security services with an annual value of Rs. 3 Crores or more in any of the last three financial years. A client certificate in support of this experience and certifying that the bidder has complied with provisions of PF, ESI and minimum wages has to be submitted. 
  5. The agency should provide personnel only who are from Army, Navy, Air Force, any other Armed Forces of the Union/CAPFs, Police including armed constabularies of States and Home Guards. The agency can also deploy personnel with NCC “C” certificate. The agency should be capable of supplying such personnel and shall submit an undertaking to this effect.
  6. The bidder should have provided security personnel to at least one single site/installation where the deployed strength was 100 or more personnel. A relevant client certificate is to be attached.
  7. The bidder shall have a manpower strength of at least 1000 employees in the agency’s pay roll.
  8. The agency should have a Government issued valid PSARA.
  9. The bidder should not presently be blacklisted by any Government organization or Public Sector undertaking.

 

Note

Tender documents shall be issued only to prequalified agencies. Agencies are required to provide the following documents for pre-qualification. Agencies need to submit documents in the below order with index and tags for easy reference. Only the relevant documents mentioned below need to be submitted.

Undertaking from bidder stating their capability to provide ex-service personnel or personnel with NCC “C” certificate as stated above or as per any other qualifications mandated by CIAL.

Work order with invoice or satisfactory performance certificate from one single client indicating the deployment of 100 or more personnel at a single site/installation. A single site/installation does not include contracts like security services for ATMs etc where the security personnel are deployed in a distributed manner in multiple locations.

Agencies with existing/earlier contracts at CIAL have to submit a certificate from CIAL HR department confirming statutory labour provision compliance of ESI, PF and Minimum wages.

General Terms and Conditions

  1. Detailed scope of work regarding the contract will be issued separately along with respective tender document to the pre-qualified bidders.
  2. The successful bidders have to obtain Security Clearance from the Bureau of Civil Aviation security (BCAS) and PSARA license issued by Government of Kerala, after the award of contract, if not already available.
  3. The successful bidder shall comply with the provisions of all applicable labour enactments during the currency of the contract.
  4. CIAL reserves the right to modify/amend the tender conditions without assigning any reason thereof.  The decision of the Managing Director in the matter shall be final and binding on the bidders.
  5. The Bidders shall fill out the form attached as Annexure 1 and submit the same along with documents required for pre qualifications as specified below.

The last date of Submission of supporting documents for Pre- qualification is 17:00 hrs on 11th Aug 2025.
