Scope of work

Supply, Installation, Testing and Commissioning of Radiological Detection Equipments at Cochin International Airport viz. total 33 nos. of Radiation Portal Monitor for Pedestrian for the access gates at the Domestic and International passenger Terminals, total 4 pairs of Radiation Portal Monitor for Vehicle for the vehicle access points at the Domestic and International Cargo Terminals and 2 nos. of Radiation Portal Monitor for Baggage for the Transfer baggage screening area in Terminal-3 Baggage Makeup Area (BMA), supply of 1 no. of Radionuclide Identification Device (RID) and 1 no. of Handheld Gamma Survey Meter.

Eligibility Criteria

 

 

 

1.

The bidder should be a reputed Original Equipment Manufacturer (OEM) of Radiological Detection Equipments (RDE) with Testing and Calibration facility and having possession of certified Gamma and Neutron Radiation sources.   

Document to be submitted: (a)Company Profile of bidder, (b) proof of being the OEM of the quoted model of Radiological Detection Equipments (RDE), (c) proof for the Testing and Calibration facility for testing and calibrating RDEs with radioactive sources, (d) Copy of Certificate for Gamma and Neutron Radiation sources from the source manufacturer with declared uncertainty, as per the subject tender/BCAS specifications.

The bidder should have executed supply of Radiological Detection Equipments (RDE) i.e. Radiation portal monitor for Vehicle and Pedestrian / Baggage in reputed firm/s, valuing not less than Rs.15 Crores, during the preceding 8 (Eight) years.

Documents to be submitted: Purchase Order/s for supply of Radiological Detection Equipments (RDE) i.e. Radiation portal monitor for Vehicle and Pedestrian / Baggage and Satisfactory work completion certificate for the supply of equipment from the competent authority of the firm/s mentioning the Work Order number and date; and the no. and total value of equipment supplied

Details of the competent authority of the customer (contact Phone no., e-mail ID, Official address etc.) should be submitted.

3.

The Bidder should have Annual turnover to the tune of Rs. 25 Crores during any one of the last 4 (Four) financial years.

Documents to be submitted: Audited Financial Statements viz; Balance Sheet, Profit & Loss Account and Schedules annexed thereto. All Audited Financial Statements must have Unique Document Identification Number (UDIN) affixed by Chartered Accountant; in case any year’s Financial Statements does not have UDIN affixed, CA Certificate with UDIN certifying the Turnover of the Company needs to be attached.

4.

The bidder should have own/authorized service center in India to ensure smooth implementation and onsite maintenance service for the quoted Radiological Detection equipments.

Document to be submitted: Details of own/authorised sales and service centre in India, mentioning the complete Address, contact number etc. and Certificate of Incorporation, GST Registration certificate issued by GSTN authorities and PAN Card.

 

5.

The Bidder should comply with the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 issued by the Public Procurement Division, Department of Expenditure, Ministry of Finance.

Document to be submitted- Bidder shall submit an undertaking with respect to compliance to the Government of India Order No. 6/18/2019-PPD dated 23rd July 2020 at the time of submission of bid. In case above mentioned order is applicable to the bidder, valid registration certificate shall be submitted along with the Technical Bid.

The bidder should not have been blacklisted either by CIAL or any of the reputed organizations in India.

Documents to be submitted: Self-declaration by the bidder. If the bidder has already supplied any equipment to CIAL, certificate from the competent authority of CIAL regarding satisfactory service support of the bidder should be submitted.

7.

Undertaking from the manufacturer (OEM) that the equipments shall meet all the latest specifications and guidelines laid down by Bureau of Civil Aviation Security (BCAS), Government of India.

Documents to be submitted: Certificate from OEM affirming that the equipments shall meet all the latest specifications and guidelines laid down by the Bureau of Civil Aviation Security (BCAS)

8.

Bidder should have a local office in India for AERB approvals.

Documents to be submitted: Proof of local office (GST registration certificate)

Note:

  • All the pre-qualification criteria should be met by the original bidder itself and not through any partner, joint venture, consortium etc.
  • Not more than one tender shall be submitted by a contractor or by a firm of contractors.
  • No two or more concerns in which an individual is interested as proprietor and /or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.
  • Consortium bidding is not permitted in the tender.
  • CIAL reserves the right to obtain additional documents from the Bidder or clients of the bidder to assess the eligibility of the bidder or for the technical evaluation of bid. CIAL also reserves the right to verify any of the bidder’s submitted details, with any of the bidder’s clients whose references have been provided to CIAL, to assess the eligibility of the bidder, at any stage of the Tender evaluation. 
  • CIAL reserves the right to request for shortfall documents to be submitted by the bidder during the bid evaluation. 

 

Cochin International Airport Ltd reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof.  The tenders not accompanied by EMD shall be summarily rejected.
