Cochin International Airport Limited (CIAL) is inviting Tenders from qualified and eligible bidders for Selection of an Agency for setting-up, operating and managing a Duty Paid Retail Shop in the Arrival Area of Domestic Terminal (TA) at Cochin International Airport.
1. ELIGIBITY CONDITIONS
Bidders meeting the following eligibility conditions are invited to participate in this tender:
1.1 The bidder must be an entity legally constituted and registered in India under applicable laws. The bidder shall either be a Government or Semi-Government Agencies, Private Limited Companies, Public Limited Companies, Proprietorship Firms, Partnership Firms, Limited Liability Partnerships (LLPs), or Statutory Boards or Corporations. Participation by Joint Ventures or Consortiums is not permitted under this tender.
1.2 To qualify, the bidder must have been engaged in any one of the following business categories for a minimum of three financial years during the last five financial years preceding the date of issue of this tender:
- Business Category – 1 (BC1): Public Limited Companies, Government or Semi-Government entities (including Boards/Corporations) engaged in Retail business/Liquor trade/Other commercial business ventures
- Business Category – 2 (BC2): Businesses operating within Indian airports, including but not limited to Duty-free retail operations, Airport lounges, Airport Retail, In-flight catering services.
- Business Category – 3 (BC3): Recognized commercial establishments such as Bar hotels (classified as 5-star), Shopping mall operators, Distilleries, Licensed liquor retail outlets, Duty-paid retail shop operators, any other organised retail or hospitality sector enterprises.
1.3 The bidder shall meet the following financial eligibility criteria, based on the Eligible Business Categories as defined above:
- For Bidder applying under Category BC-1: The bidder shall have achieved an annual turnover of at least Rs. 10 Crore (Rupees Ten Crore) in any one financial year during the last three financial year.
- For Bidders applying under Categories BC-2 or BC-3: The bidder shall have achieved an annual turnover of at least Rs. 20 Crore (Rupees Twenty Crore) in any one financial year during the last three financial years.

3. SCOPE
3.1 CIAL shall provide covered airconditioned space measuring, approximately 400 Sq. ft with flooring & ceiling to the successful bidder to accommodate their Counter and seating. Single point connectivity inside the space electricity will be provided by CIAL.
3.2 The Successful Bidder shall furnish the interiors of the space, which includes but is not limited to cupboards, shelves, specialized lighting, and premium finishes. The bidder is required to submit a detailed draft of the design, layout plans, and all associated construction and engineering details, including materials, electrical fittings, and lighting, to CIAL for review. The cost of all utility excluding air-conditioning shall be borne by the successful bidder.
3.3 The Successful Bidder shall be solely responsible for obtaining and maintaining all statutory licenses, permits, and approvals required for the storage and sale of all products, in strict compliance with the able laws. This includes securing permissions for the sale of tobacco, tobacco-related products and other products categories from the relevant licensing authorities. All such approvals shall be obtained at the bidder’s own cost, risk, and responsibility, and must remain valid throughout the concession period.
4. SUCCESUL BIDDER
4.1 The license shall be awarded to the bidder offering the highest revenue share percentage to CIAL for core items. The successful bidder will be required to pay the higher of either the aggregate revenue share from core & non-core items (fixed percentage for non-core items and quoted percentage for core items) on their monthly turnover OR the minimum monthly guarantee.

5.2 Upon making the payment of Cost of Tender Document, the Bidder shall send the proof of payment to email id mpj@cial.aero OR anish.cr@cial.aero. Post the receipt of valid proof of payment and following verification of payment, CIAL shall provide the tender document to the Bidder via email.
