TENDER NOTICE

Sealed tenders are invited from Original Equipment Manufacturer (OEM) or Authorised Dealer of Original Equipment Manufacturer (OEM) of Turntable Ladder (TTL) on behalf of Cochin International Airport Limited (CIAL) for the Design, Supply, Testing, Commissioning and Handing over of Turntable Ladder at Cochin International Airport Limited.

Period of Completion: 14 months.

Estimated cost: Rs. 13.5 Cr (excluding taxes)

PRE-QUALIFICATION CRITERIA

The Tenderer should possess a minimum of 10 years of experience in manufacturing/ fabrication of vehicles built on chassis models such as Mercedes Benz, Volvo, IVECO, Scania, or any similar chassis, which may be subject to committee approval. These modifications should involve customizing them into Turntable ladders with a working height of at least 42 metres.

Any one of the following documents must be submitted:

One Nos of Completion Certificate from end user in the end user’s letter head with authorised seal, signature and contact details for the supply of turntable ladder with a working height of 42 metres or above dated April 2015 or earlier.
One Nos of Completion certificate from OEM with authorised seal, signature and contact details of the end user for the supply of turntable ladder with a working height of 42 metres or above dated April 2015 or earlier.
Reference List from OEM for the supply of turntable ladder with a working height of at least 42 metres to any reputable organisations supplied on or before March 2015 shall be submitted.

The reference list must be submitted in the following format:

The tenderer must have successfully delivered at least 02 numbers of turntable ladders with a minimum working height of 42 metres to any reputed clients worldwide in the last 05 years from April 2025.

Document to be submitted: Purchase orders copies or reference list from OEM for the supplied vehicles with a working height of 42 metres or above shall be submitted for the past 05 years from April 2025. Reference list must be submitted in the following format:

The tenderer must have an annual turnover of at least Rs. 23 Crore in any one of the last 3 financial years (FY 2021-22,2022-23,2023-24).

Document to be submitted: Financial statement for the preceding three years showing company turnover must be submitted as proof of the financial performance/ audited balance sheet and profit & loss account of the firm for the preceding three years shall be submitted.

If the tenderer is a company registered in India, then, a duly signed statement from a Chartered accountant with a Unique Document Identification Number (UDIN) certifying the turnover/ audited balance sheet and profit & loss account of the firm for the preceding three years shall be submitted.

If an authorized dealer is participating in the tender, it is mandatory to provide an undertaking form from the original equipment manufacturer as confirmation of their affiliation. The tenderer must hold the status of an authorized dealer for a reputed and established original equipment manufacturer (OEM), which meets the stipulated experience criteria. The responsibility for resolving any disputes shall rest with either the parent organization or the original equipment manufacturer. Not more than one authorized dealer is allowed to participate in the tender.

Document to be submitted: Undertaking from the OEM authorizing the dealer to participate in the tender process.

The bidder must not have been blacklisted by CIAL or any other reputable organizations. A self-certification regarding this matter must be provided.

Document to be submitted: Self certified document proving “No Blacklist” by CIAL or another reputable organisation as of the date of publication of tender document.

Note: -

All pre-qualification criteria should be met by the Original Equipment Manufacturer (OEM) or authorised dealer itself and not through any partner, joint venture, principal, subsidiary etc.
Not more than one tender shall be submitted by a Contractor or by firm of Contractors.
No two or more concerns in which an individual is interested as proprietor and/or partner shall tender for the execution of the same works. If they do so all such tenders shall be liable to be rejected.

Water Monitor	Electrically operated and controlled water monitor must be attached to the working cage
Rescue Lift	Must have a minimum load capacity of 270 kg

Cochin International Airport Limited reserves the right to change the qualifying criteria at their discretion and to accept or reject any or all tenders without assigning any reason thereof.

*For getting tender documents by post in India Rs.500/- to be added and Rs.2000/- for abroad. (Prequalified means those who are found suitable after scrutiny of applications.)

Interested agencies shall have to submit their application forms along with necessary prequalification documents mentioned in the eligibility criteria in the office of the Managing Director, Cochin International Airport Ltd., Kochi Airport P O, pin: 683 111, on or before the date mentioned above.

Tender forms shall be issued to those agencies which are found eligible after the scrutiny of their application and the receipt of tender fee. CIAL reserves the right to change the qualifying criteria at their discretion and to accept or reject the tenders without assigning any reason thereof. The tenders which are not accompanied by the EMD shall be summarily rejected.
