NOTICE INVITING EXPRESSION OF INTEREST (EOI)

 

  1. INTRODUCTION

 

Expression of interest is invited from reputed agencies for the project of implementation of the Aircraft and Vehicle / GSE (Ground Support Equipment) tracking System at Cochin International Airport Ltd (CIAL). The scope of the work covers Supply, Installation, Testing, and Commissioning of the Aircraft and Vehicle/GSE (Ground Support Equipment) tracking System.

 

  1. OBJECTIVES
  1. To finalize the Technical Specification, Scope, for the Planned Tender by CIAL for SITC of a Aircraft and Vehicle/GSE (Ground Support Equipment) tracking System for CIAL.
  2. Based on the outcome of this EOI, CIAL plans to conduct the procurement process transparently through competitive bidding.

 

  1. BENEFIT TO THE RESPONDENTS

The prospective bidders can understand the requirements properly, which can help during participation in the actual tender.

It will provide an opportunity to take part in the framing of specifications reflecting the contemporary and latest technologies.

 

  1. Interested Firms/Organizations who have experience and capability to meet such requirements are requested to submit technical and other details in the prescribed Format attached herewith on or before 31/12/2025 to the address mentioned below. Details submitted after 31/12/2025 will not be considered as part of the response to this EOI. Respondents can send their responses through the Online Form.

  1. INSTRUCTIONS TO THE RESPONDENTS
  1. This current document is an Expression of Interest (EOI) published by the CIAL to solicit and examine the response of the firms/companies/entities that are supplying or capable of executing the supplies, Works, and Services as per the details mentioned in this document before CIAL finalize the specification of the Supplies, work, and services and associated conditions before invitation of bids. The current document, therefore, explores the responses of the prospective respondents.
  2. The timelines and the number of units mentioned in this document are subject to change and shall be firmed up while the Technical and Commercial Bids are called for by CIAL at a later date.
  3. Final specifications and conditions of the contract shall be made after going through the responses and comments of the respondents in response to this document. Invitation for Bids shall be called for after the specifications are finalized by CIAL
  4. Some of the operational conditions of the contract are briefly mentioned in this document for the guidance of the respondents. These are subject to change based on the examination of the response received and in line with the CIAL’s Standard Conditions of Contract.
  5. However, please note that CIAL's decision will be final when addressing the issues raised by respondents in response to this document.
  6. CIAL may change any or all the terms and conditions and/or technical, commercial, or operating requirements in their final document from those specified in the current Expression of Interest. The revised set of conditions and specifications shall then be part of the final Invitation for Bids document, which will be published at the time of calling for Bids.
  7. CIAL invites a response to this EOI and preliminary proposals from such firms/entities specifying basic technical details as per, but not limited to, the points mentioned in this EOI document.
  8. CIAL may conduct a technical presentation for all proposed technologies, which may be carried out either physically or virtually.

 

  1. THE COMPANY SHALL HAVE

 

  1. The company shall have successfully implemented Vehicle /GSE (Ground Support Equipment) tracking Systems for reputed firms and their customers in the last five years.
  2. The company shall have their own local office in India.
  1. THE CONCEPT

The primary objective of this project is to enhance the functionality of the airside operations of the Aircraft and Vehicle / Ground Support Equipment tracking at Cochin International Airport Ltd. The system shall have the following minimum features and benefits:

    1. MONITORING OF AIRSIDE VEHICLE:
  1. The system shall provide continuous tracking of all GSE (Ground Support Equipment) vehicles, such as tractors, buses, and baggage tugs, within the airside premises.
  2. The system shall be able to track aircraft movements, with all related reports viewable on the dashboard.
  3. The system shall be capable of tracking both powered and non-powered towable equipment.
  4. The system shall support multiple power supply options suitable for different types of equipment.
  5. The system shall identify the exact real-time location of each vehicle on the airside, along with vehicle speed and driving routes.
  6. The system shall generate collision proximity alerts when two or more vehicles come within a predefined distance.
  7. The system shall prevent unauthorized vehicle movement within restricted or sensitive zones.
  8. The system shall provide an option for geo-tagging vehicles to ensure accurate location tracking and monitoring.
    1. DRIVER BEHAVIOUR ANALYSIS

The system shall monitor and record driver behaviour parameters. The monitored parameters below include:

      1. Over-speeding
      2. Harsh acceleration, sudden braking, and sharp turns
      3. Fatigue, drowsiness, and yawning
      4. Smoking, Mobile phone use while driving
      5. Absence
      6. Sending SOS alarms to drivers in case of drowsiness
      7. Collision reporting
      8. Tailgating (driving too close behind another vehicle)

The system shall generate real-time alerts for unsafe driving behaviour and provide analytical reports to support driver performance evaluation and corrective actions. The system should also allow users to customize reports, access detailed statistics, and generate driver performance scores based on their routine driving behaviour.

    1. MAINTENANCE MANAGEMENT
  1. The system shall schedule Preventive Maintenance planning, scheduling, and resource optimization.
  2. The system shall track predictive maintenance.
  3. The system shall track running hours and equipment usage.
  4. The system shall generate alerts for upcoming maintenance.
  5. The system shall prevent misuse of GSE for non-operational or unauthorized purposes.
  6. The system shall have reports on Vehicle usage patterns, idle time, and route history.
  7. The system shall have a Fuel Monitoring System.
  8. The system shall optimize fleet utilization by identifying underused or idle assets.
  9. The system shall ensure the timely availability of equipment at aircraft stands.
  10. The system should provide the option to track and record vehicle movement, including the exact time the vehicle reaches the aircraft for loading or offloading passenger baggage and when it arrives at the conveyor belt, enabling analysis of operational efficiency and loader performance.

 

    1. INCIDENT ANALYSIS
  1. The system shall provide a replay of vehicle movements during incidents to support investigation and analysis.
  2. The system shall maintain a digital log for audit, compliance verification, and record-keeping purposes.
  3. All system data shall be stored either in a cloud-based platform or on on-premises servers, as decided by CIAL.
  4. The software shall have a modular architecture, configurable as per CIAL’s functional and operational requirements
    1. DASHBOARDS

     The solution should be designed to connect with more data sources in the       future. This should have the following features

      1. The system shall provide a fully customized dashboard tailored to CIAL’s operational requirements.
      2. The system shall support real-time data access for both vehicle and aircraft movements.
      3. The system shall include interactive reporting tools for analysis, filtering, and visualization of operational data.
      4. The system shall support access from multiple device types, including desktops, tablets, and mobile devices.
      5. The system shall provide an aircraft tracking feed integrable with the Airport Operations Database (AODB).
      6. All system-generated alerts (e.g., collision proximity, over-speeding, unauthorized entry, etc.) shall be displayed on the dashboard for real-time monitoring, enabling authorized personnel to initiate corrective actions.
      7. All alerts and notifications shall be consolidated and displayed on the dashboard with clear visual indicators for acknowledgment and follow-up actions.

8. DOCUMENTS TO BE SUBMITTED BY THE RESPONDENTS

      1. Covering Letter as per Annexure-1 (filled and signed).
      2. Work Experience / Similar Projects executed at airports or reputed firms during the last five years, along with client contact details.
      3. Proposed Technology for the Aircraft and Vehicle/GSE(Ground Support Equipment) tracking System, including the system architecture/diagram.
      4. Proposed Suggestions or improvements to the draft features.
      5. Any Additional Details required for the successful execution of the project.
